7. I have spoken twice with Mrs. George (Peggy) Ence about the objection letter <br />sent by her husband. She seems to be the objector, not the ditch ownership. <br />All of their concerns were addressed during both the Moffat County Planning <br />and BOCC hearings for the County Special Use Permit. They (Both) stated at <br />the meetings and afterwards that they were not opposed to the application just <br />concerned about the effect of dewatering on their water rights (May 6th and 13 <br />hearing dates). I understand that their was no vote or authorization from the <br />Deep Cut Ditch ownership members allowing Mr. George Ence, as the ditch <br />ownership association President, to even sign and send the objection letter. It <br />seems that it is really only Mr. and Mrs. Ence who have objected and she <br />stated that she did not know whether she would withdraw the objection but <br />she "would think about it". The fact that the Stormwater Permit will be <br />modified in the future so that dewatering waters can be discharged to the river <br />(actually to the Deep Cup Ditch Inlet) should eliminate any "theoretical <br />groundwater drawdown effect" concerns to the ditch and/or inlet. <br />8.
