I
have included some final clarifications and comments concerning items we had
discussed during the site inspection and on the telephone. Comments are concerned
with the small wetland areas which will reduce the total possible excavation acres, the
CDOT access location, modified site operations (ELAM), and some items in response
to your letter of May 14, 2008 as follows:
1. A Wetlands Delineation Study is (has been) being completed by WestWater
Engineering to satisfy COE permit requirements. As we had discussed during
the site inspection, the proposed island will not be part of the mine plan. The
small wetlands to the east of the tree grove will remain and the proposed
island will instead become a small "rounded off" peninsula. Wetlands along
southern end of the site will remain outside the excavation area. In order to
have more efficient mining at the site the applicant will "opt" for the creation
of a single larger pond of approximately 30+ acres rather than two ponds
