Facility Reclamation
The facilities, buildings, structures, and miscellaneous support items will be
demolished, disposed, and the area reclaimed once operations cease entirely,
unless HGTI receives a request to leave the facility from the postmining land
owner and the request is approved by CDMG. The following discusses the
reclamation of these structures. Attachment 23-1 includes worksheets and tables
that show the pertinent volume and cost calculations.
Structure Demolition. This estimate assumes that all buildings and coal
handling infrastructure within the facility area would be demolished and
materials disposed in an approved landfill. It also assumes that no salvage
value be attached to any of the buildings. The CIRCES Cost Estimation Software
was used to estimate these costs. Volume determinations were made from existing
maps, Table 12-3 (see Tab 12) and/or field measured. The cost per cubic foot
includes disposal. Most costs, except where noted, were based on a mixture of
construction materials. Concrete foundations will be hauled to the railroad cut
immediately adjacent to the facilities area for disposal. Concrete foundations

Abandonment of monitor wells HGDALI and HGDAL2 was approved as part of TR-06
(the wells were abandoned in August 2007; see Tab 7 for abandonment reports);
monitor wells HGDAL3 and HGDAL4 will be abandoned during final reclamation in
accordance with Colorado Division of Water Resource and CDRMS specifications.
All information regarding building volumes and demolition costs can be found on
the appropriate worksheet in Attachment 23-1.
As part of the facilities area demolition activities the existing interior light
poles will be removed. A cost estimate is included in Attachment 23-1.
Powerlines. Power line demolition was not estimated. Power lines that run
through the permit area are owned by Yampa Valley Electric Association, not by
HGTI. They also provide electrical service to the Routt County maintenance yard

and the Yampa Valley Regional Airport, as well as other near by properties and,
therefore, the power lines will remain in place following facility closure.
