CHAPTER 23 <br />BONDING <br />The purpose of this section is to provide a reclamation cost estimate, with <br />supporting documentation, for determining the reclamation performance bond for <br />lands disturbed at the Hayden Gulch Loadout facility. The amount of bond <br />required was developed assuming that the bond would be forfeited and the <br />Colorado Division of Reclamation Mining and Safety (CDRMS) would assume the <br />reclamation liability. The bond calculation was developed by the Colorado <br />Division of Minerals and Geology (CDMG; the precursor to CDRMS) during their <br />adequacy review of Technical Revision No. 6 (TR-06), which was approved by the <br />CDMG in June 2005. This estimate covers the railcar load-in operational plan, <br />which has been approved but not implemented. Minor adjustments were calculated <br />by HGTI in consultation with CDRMS as part of MR-15 and MR-16. <br /> <br />The reclamation liability calculations, costs, and backup documentation for the <br />railcar load-in operational plan (e.g., TR-06) are located in Attachment 23-1 <br />Railcar Load-in Operations Bond Estimate Worksheets. The reclamation liability <br />calculations and costs for the railcar Loadout operational plan (e.g., original <br />operational plan and what is existing and on the ground) are presented in <br />Attachment 23-2, Railcar Loadout Operations Plan Reclamation Liability Estimate. <br />Reclamation Cost Categories <br />Experience in reclaiming lands has shown, for the purpose of estimating costs, <br />contract reclamation activities can be grouped into the following categories: <br />Direct Costs <br />1. Facility reclamation <br />2. Backfilling and grading <br />3. Topsoil replacement <br />4. Revegetation <br />5. Monitoring and maintenance <br />Indirect Costs <br />1.
