<br />Skyline Drive and the County road. The profile for this road is shown on <br />Exhibits 3.5-17, 3.5-18 and 3.5-30. The Old Tipple Road (constructed prior <br />to 1977) connects the lower office area with the county road to the north. <br />This road is used only when the main entrance is blocked during train <br />loading. Should the road require upgrading, it will be rebuilt to the <br />profile shown in Exhibit 3.5-20. The access road from the office to the <br />shop area, called the Goat Trail, was designed so as to maintain a 7 <br />percent grade (Exhibits 3.5-13, 3.5-24, and 3.5-25), The Goat Trail at the <br />Edna Mine is a pre-SMCRA road that is essential to the operation for access <br />to the conveyor system (also pre-SMCRA) which is used to transport coal <br />from the hopper to the tipple facility. Due to the Goat Trail's initial <br />configuration and the steepness (30 - 70 degrees from horizontal) of the <br />hillside upon which it was constructed, alternative design criteria and <br />specifications have been implemented in accordance with Rule 4.03.2(1)(e) <br />to meet current performance standards regarding access road construction <br />and drainage control (see Appendix 3.5-F). As such, drainage from the <br />• road is controlled by a series of ditches, road construction methods (see <br />Section 3.5.4 and Appendix 3.5-F) and culverts to ensure runoff from <br />disturbed areas is directed towards sediment ponds for treatment prior to <br />release. Exhibit 4.6-21 shows the drainage areas, culverts and flow paths <br />for handling drainage from the road and the conveyor belt system. <br />Undisturbed drainage on the south side of the Goat Trail is also captured <br />by the road drainage system. The undisturbed drainage is carried along <br />portions of the ditch system and released at the outside bend of south <br />switch-back turns. To minimize erosion at the road ditch run-out points at <br />south switch-back turns (undisturbed drainage) and north switch-back turns <br />(runoff from disturbed areas), loose rock filters will be maintained in the <br />run-out channels to reduce water velocity. Exhibit 3.6-3 shows the <br />locations of the loose rock filters and runout channels. <br />There are three haulroads now in use at Edna Mine (Exhibit 3.5-1, <br /> Sheet 1). The North Haulroad extends from the Hopper (across the upper <br /> slope of East Ridge and Moffat) to the county road. The profile for this <br /> road is shown on Exhibits 3.5-8, 3.5-10, 3.5-11, 3.5-12 and 3.5-23. The <br /> Lower Moffat Haulroad extends from the downslope portion of Moffat to the <br />• North Haulroad. The profile for this road is shown on Exhibit 3.5-11.
