7. Sealing of Mine Openings.
All mine entrances will be sealed in accordance with approved
MSHA/MLRD plans and regulations (30 CFR CH1 75. 1711-2 Sealing of
Slope or Drift Openings) . This will involve backfilling and
sealing through the use of approved sealants to close all portals
and entrances to the underground areas. This may be accomplished,
through the use of cementing, using heavy concrete materials such,
as may be salvaged from the foundations and condrete block
buildings, This material, when cemented, will become impermeable,
to ensure no drainage of waters into or out of the mine
entrances.
All exploration or bore holes, wells and other openings will be
sealed with an adequate concrete plug or left open with a welded
locked steel cap, with permission from the regulatory authority,
to be used for monitoring or other beneficial use.
The sealing plan for the Adit/Rock Tunnel portals is contained in,
Appendix II-B-3, located in Volume 2.
F. ESTIMATED RECLAMATION COSTS.
During the 1990 MLRD Mid-Term Review of this permit application, ;
the reclamation cost estimates were reviewed by the Division and
re-calculated to bring them up to date. Following comments and
additional input by Mid-Continent on the initial MLRD calculat-
ions, the estimates for accomplishing the various reclamation
tasks were established as indicated in the following chart. The
final detailed MLRD calculation sheets for each of the tasks can
be obtained from MLRD or Mid-Continent upon request. As
indicated in the chart, the total reclamation cost estimate is
$2,993 ,000.00.
