Chapter V <br /> month from May through July. Inspection will also be made after any significant <br /> • rainfall event. If any (problems) are noted, temporary control will be established by <br /> hay bales or parts of bales being placed at prudent intervals along the rill or gully <br /> within 10 days of detection. When the refuse pile dries out (generally July or <br /> August), mechancial methods will be used to remove or fill the rills and gullies, <br /> always keeping in mind to minimize disturbance of existing vegetation: i.e., small <br /> rubber-tired backhoe or D-3 tractor. In some cases (steep slope areas) (1:1 only) <br /> soil conservation type log or rock check dam structures will be utilized. All disturbed <br /> areas will be reseeded and mulched using hand-broadcast methods, thus again <br /> minimizing any impact to existing vegetation. <br /> Sutey. As the pile progresses upward a 2:1 outslope will develop. Before <br /> topsoiling occurs the area will be inspected each spring and any rills and gullies <br /> noted. As the area dries out, mechanical equipment will be used to reshape the <br /> area. After topsoiling, the same program as described on the old refuse pile. <br /> Tunnel Rock Pile. Because the pile is covered with rock, we expect that very little <br /> rill and gullying will occur before topsoiling. As topsoil is placed, the same program <br /> as described on the old refuse pile will be used. Any rill and gullying occurring <br /> before topsoiling will be addressed each summer with mechanical equipment as the <br /> pile dries out. <br /> 5. Permanent Impoundments. <br /> On mine closure and successive reclamation all ponds and impoundments will be <br /> removed. <br /> 6. Fire Hazard Plan. <br /> Mid-Continent's private land and lease holdings in Coal Basin are all within the White <br /> River National Forest at elevations from 8,000' to 10,000 . The company is well <br /> aware of the need to prevent forest fires. <br /> All combustible material is hauled to the disposal site(s), compacted and periodically <br /> covered with non-combustible material. <br /> The company maintains a 24-hour, 7 day a week security force that has the <br /> capability of calling out men and equipment at all hours. Further, the company has <br /> developed an extensive water system consisting of a 250,000 gallon storage tank <br /> and several fire hydrants located around the property. <br /> The Redstone Fire Department is also available from its location four miles from the <br /> main plant complex. <br /> 41 <br />
