5 . Existing land uses and land use classifications <br /> • under local law of the permit and adjacent areas <br /> Mid-Continent operates under a Special Use Permit <br /> issued in 1977 by the Pitkin County Board of County Commis- <br /> sioners in Resolution No . 77-60 . The permit is issued for <br /> lands "generally described as the Coal Basin area" pursuant <br /> to Section 7 . 02 a. and b. of the Pitkin County Land Use <br /> Code . The area is zoned (AF-1) Agricultural . <br /> The permit was approved and issued on the recom- <br /> mendation of the Pitkin County Planning and Zoning Commission. <br /> A public hearing was held in Redstone, pursuant to the Land <br /> Use Code , and opportunity was provided for additional public <br /> and agency referral comment . <br /> The Special Use Permit is a mechanism to ensure <br /> • compatibility of the operation with county policies and <br /> standards designed to evaluate potential impacts on the <br /> environment , natural resources , fiscal affairs , public <br /> services and facilities , and housing in Pitkin County . <br /> A task force which includes representatives of <br /> Mid-Continent , the U . S . Forest Service , the Colorado <br /> Division of Wildlife and Pitkin County monitors the Coal <br /> Basin operations for compliance with requirements of the <br /> permit for solid waste disposal , air quality , and management <br /> of area drainage, storm runoff and erosion control . <br /> As noted in the permit , scenic disturbances have <br /> been relatively minor due to the underground methods of <br /> . mining .
