<br />-2- May 9, 2008 <br />areas of the permit area as described in the application. Any surplus topsoil <br />from excavation areas may be moved and stockpiled at the "old pit" areas <br />as it is available. Any topsoil stockpiles in the "old pit" will be shaped <br />and seeded with the recommended "grass seed mix" for stabilization. <br />These topsoil stockpiles will be located away from other stockpiles and <br />equipment and reserved for the "old pit" reclamation. As soon as the old <br />pit area is not needed due to expanding the mine area, concurrent <br />reclamation will be done to the areas of the "old pit" that are not part of <br />the landowner's future "post mining" ranch operations plans. <br />The applicant plans possible asphalt production operations at the site as <br />indicated in the Mine Plan. The applicant notes that page 4 of the 112 form <br />does not mention "asphalt processing" specifically, however, considers the <br />"mobile site process equipment" mentioned to include both the asphalt and <br />the crushing/screening equipments. <br />Any and all asphalt reject and/or surplus asphalt material resulting from <br />site activities will be reprocessed or removed from the site to be disposed <br />of at an appropriate facility. When such asphalt processing occurs at the <br />site, such reject will be set aside (temporally isolated within an earth berm) <br />for either daily/weekly reprocessing or for final disposal offsite at the end <br />of the specific project requiring the asphalt production at the site. All <br />asphalt residues and affected soil will be removed from the site. <br />6.4.5 Exhibit E - Reclamation Plan <br />(1)(9) As stated above: Any and all asphalt reject and/or surplus asphalt material <br />resulting from site activities will be reprocessed or removed from the site <br />to be disposed of at an appropriate facility. All asphalt residues and <br />affected soil will be removed from the site. No asphalt will be buried as <br />backfill at the site. <br />(f)(ii) The applicant will modify the seed mix to include Canby bluegrass, needle <br />and thread and sagebrush at 1.0 PLS/acre for each. Planting methods will <br />be the same for the modified seed mix. Modified seed mix will be as <br />follows: <br />Bluebunch Wheatgrass <br />Western wheatgrass <br />Crested Wheatgrass <br />Indian Ricegrass <br />Canby bluegrass <br />needle and thread <br />sagebrush <br />5.0 PLS per acre <br />2.9 PLS per acre <br />2.0 PLS per acre <br />1.0 PLS per acre <br />1.0 PLS per acre <br />1.0 PLS per acre <br />1.0 PLS per acre <br />A total of 41.7 PLS will be required for final Gate area 3.0 acres of reclamation.
