6.4.6 Exhibit F - Reclamation Map <br />The contour lines on the Reclamation Plan Map do show elevation and <br />slope changes when compared with the Mine Plan Map. There are areas in <br />the central and eastern part of the permit area that will not be disturbed and <br />the contours reflect that and remain the same. The contour lines on the <br />Reclamation Plan Map for the west '/? of the permit area show a flatter <br />more spread-out topography across the "ridge nose" on both sides of the <br />road. <br />Exhibit G is adequate; no comments necessary. <br />6.4.8 There was no response from the D.O.W. concerning endangered species at <br />the site ...either the lack of and/or presence. A copy of the comment <br />request letter sent by the applicant to the D.O.W. is located in Exhibit M <br />along with the USACOE notification letter. (Sorry, should have attached <br />letter to Exhibit H - Wildlife.) <br />Exhibits I through S were adequate; no comments necessary. <br />Proof-of-mailing notices were not required or sent to the Weibel Land LLC and 4 <br />Mile Livestock Co., LLC landowners. The parcels are not "adjacent to or within 200 feet" <br />of the proposed permit area boundary. Both received notices from the County permit <br />process. Clifford Henderson is the 100% owner of the Flying Triangle Ranch 400 acre <br />parcel that contains the permit area. He has the required access, Gravel Mine and damage <br />agreements with the applicant and no certified notice was necessary. <br />The copy of the public notice and Proof of Publication has been sent. Also find <br />enclosed a copy of the letter sent to the landowner concerning the agricultural/ranch trash <br />and/or debris you observed during your site inspection. I discussed this with Mr. <br />Henderson and he said it will be removed as soon as possible. He also stated that he <br />understands and will abide by the notice and will not dispose of such debris within the <br />permit area. Also, as we discussed, a "certified access road centerline survey" for the <br />road crossing the State Lands will be provided to the DRM&S as soon as the access road <br />is constructed and surveyed. The State Land Board requires the survey as part of the State <br />Land Lease Agreement. <br />Planning Commission and BOCC hearings have approved the necessary Moffat <br />County Permit for the 112 mine area.
