<br />LSC TRANSPORTATION CONSULTANTS, INC. <br />516 North Tejon Street <br />Colorado Springs, CO 80903 <br />(719) 633-2868 <br />FAX (719) 633-5430 <br />E-mail: !sc@lsccs.com <br />Web Site: http://www.lsccs.com <br />ON <br />, INC. <br />May 6, 2008 <br />Scott and Sheila Brennise <br />5801 Highway 394 <br />Craig, Colorado 81625 <br />RE: Breeze Basin Pit <br />Status Report <br />LSC #084630 <br />Dear Mr. and Mrs. Brennise: <br />in response to your request, LSC Transportation Consultants, Inc. has prepared this status report of our <br />transportation engineering services for the proposed Breeze Basin Pit in Moffat County, Colorado. <br />We have completed the following tasks to date: <br />• attended a kick-off meeting with the project team <br />• conducted telephone conversations with Colorado Department of Transportation (CDOT) <br />staff to determine their requirements <br />• conducted traffic counts on State Highway (SH) 394 adjacent to the proposed access <br />• prepared a detailed field review of the posted speed limits, grades, sight distances, spacing <br />to adjacent access points, etc. <br />• developed the expected peak-hour and daily traffic volumes expected to be generated by the <br />gravel pit operation during peak summer activity <br />• preliminarywork on traffic projections to satisfy CDOT's 20-year future analysis requirement <br />Based on our preliminary discussions with CDOT, it is expected that the project would require the <br />following two design waivers from CDOT: <br />• a proposed access spacing of less than one-half mile on a Regional Highway (RA) <br />• no left-turn deceleration lane on SH 394 at the proposed access based on the low through <br />traffic volumes on SH 394 <br />The design waiver requests will be discussed further in the report. We expect to have a draft report <br />available for the project team to review by May 9, 2008. It is expected the final report will be <br />available for submittal to CDOT by next week.
