Structure Description/notes Owners <br />H. Highway, related US-160 (State Highway 160) is a 25-foot paved two-lane highway with paved CDOT <br />features, and utilities shoulders. Various utilities are located within the right-of-way, including Empire Electric Assn. <br /> electrical and communications lines. The entrance road to the permit area Qwest <br /> includes decorative fencing and gate, and is partially paved. The right-of-way <br /> is fenced. A culvert under the highway is located approximately 300 feet to <br /> the west. The entire right-of-way is more than 500 feet from the affected <br /> land. Improvements to existing Access Road A are located more than 200 <br /> feet from the right-of-way. <br />Evaluation The highway is built on engineered fill and has adequate drainage in both directions. Proposed mining <br /> activities, and improvements required by CDOT to access road entrance will not impact the highway <br /> and are located outside the permit area in the right-of-way. (Refer to access permit and application.) <br /> Gate is stable, adequately supported and constructed, and has adequate height and width for truck <br /> traffic. No overhead utilities lines must be relocated to provide safe clearance. Improvements to the <br /> roadway are of such a nature that there is no reasonable expectation of any damage or other impact <br /> on existing utilities or US-160. <br /> Although Road A will be improved, that portion of Road A within 200 feet of the right-of-way line of US- <br /> 160 requires no improvements that would meet the definition of "affected area" and therefore <br />we <br /> , <br />believe that no agreement with either CDOT or the utilities companies with structures located within the <br /> right-of-way are necessary. Even if this portion of Road A had significant improvements, there is no <br /> work which would be required that would have any impact whatsoever that might be considered by the <br /> engineer to threaten any geotechnical stability of the road or other structures in the right-of-way. <br /> Note: Portions of Access Road A in the affected area. Improvements to this road are based on <br /> requirements from CDOT for the Access Permit to US-160 which was issued by CDOT approximately 6 <br /> months ago, and required by any change in access use for commercial purposes (not just mining), and <br /> therefore, improvements are subject to a separate state-issued permit and therefore not subject to a <br /> mining and reclamation permit. <br />Conclusion and These structures will not be damaged by proposed operations, based on distance from affected lands. <br />recommendations Access improvements must be completed and accepted by CDOT prior to beginning full-scale mining <br /> operations. No action required. <br />Structure Description/notes Owners <br />J. The Hogan trading This is a commercial business (a trading post) with a large central building, Countess, Wm D & <br />post and associated parking, landscaping, utilities, and several secondary buildings. It is located Judy M. <br />structures approximately 500 feet from the affected land. All portions are more than 200 38651 US 160 <br /> feet from affected land. <br />Evaluation Proposed mining and final grade slopes to match to undisturbed land in the buffer zone will adequately <br /> protect this property from any damage due to mining operations. The terrain and the distance from <br /> affected land protect these permanent structures from any significant physical impact. The south buffer <br /> zone was laid out in part to ensure that there was no impact on this property. All operations are <br /> downslope. <br />Conclusion and These structures will not be damaged by proposed operations, based on terrain and distance from <br />recommendations affected lands. <br />
