I am <br />adamantly opposed to this project. I am a homeowner that will be directly and adversely <br />affected by this project. My home sits on the river and across from the proposed pit. This <br />project will have an immediate and prolonged, if not permanent negative impact on my <br />quality of life and my financial integrity. <br />I purchased my home less than a year ago. Our neighborhood is an established, vibrant <br />community that is enjoyed by residents of all ages. I was personally attracted to this <br />subdivision because of the river and the quality of the neighborhood itself. This project <br />will immediately decrease the market value of my home. Indeed it may permanently <br />affect my ability to sell. The owner of the proposed gravel project obviously bought the <br />property with the intent to develop it, but has since realized that due to its location, it is <br />not feasible to do so. He has therefore devised this plan to recoup some of his <br />investment. He will do so at my expense and the expense of all Windsor residents. This <br />owner is not a resident of Windsor and has no stake in the quality of life here. His only <br />interest is monetary. In the flier that was presented to us at the Apri124th meeting, he <br />stated his intent is to sell water storage at the site post mining. I find this to be a shallow <br />and misleading proposal. The owner has no water rights. He stated that it will be the next <br />owner or a customer of his that would provide the water to fill the hole. He has no plan <br />for transporting or acquiring water to fill the hole. He has no customers that have <br />committed to providing this water. The water will simply magically appear. In addition, <br />if his intent is to sell storage, the water level in the hole would fluctuate. This will have a <br />negative impact on the wildlife and the residents of this neighborhood. <br />The project area is riverbed. It has abundant wildlife. I have deer that walk through my <br />back yard and I listen to owls hooting as I fall asleep at night. This project will destroy <br />that. It will also be a safety hazard. The proximity to the Poudre Trail means that kids <br />will be travelling by and be enticed by the "gravel pit". For some reason, youngsters find <br />them to be mysterious places and they will find a way in. Though I have no young <br />children of my own, our neighborhood has a large population of youngsters, as I have <br />witnessed at our Fourth of July parade and Easter egg hunt. These children will also have <br />their lives negatively impacted by this proposed project. The owner proposes to place a <br />four-strand barbed wire fence around the project. This is inadequate security for such a <br />location and project. Their response to that was that they would be glad to place an eight <br />foot chain-link fence with concertina wire around the project. This would have the net <br />affect of making our beautiful nature preserve look like a high security prison. Ms. <br />
