Crushing, screening, and washing facilities should only be allowed at the bottom <br />of the pit floor, with the crushing being expressly limited to a cone crusher, and <br />f. Use of " jake brakes" should be prohibited at the SerFer Pit; <br />17. The Applicant should, at a minimum, be required to provide bottled water and chemical <br />toilets for employees' use; <br />18. The Applicant should be required to provide a satisfactory Weed Management Plan, as <br />required by the Colorado Revised Statutes, and conduct its activities in strict accordance <br />with the Plan and all state and local weed management laws and ordinances; <br />19. A total maximum monthly trip limit from the SerFer Pit should be set, which in no event <br />should exceed 400 trips per month; <br />20. The Applicant should be required to provide a satisfactory Fire and Flood Event <br />Hazardous Materials Plan for all improvements to be made to the site, including, but not <br />limited to, buildings and fuel tanks, showing that all fire and hazardous materials <br />protection requirements of all federal, state, and local laws, ordinances, rules, and <br />regulations have been satisfied, and then conduct its activities in strict accordance with <br />the Plan and such laws, ordinances, rules, and regulations; <br />21. The Applicant should be required to provide a satisfactory Landscape and Visual Barriers <br />Plan adequately limiting visual access to the site during the development and operation of <br />the SerFer Pit and then conduct its activities in strict accordance with the Plan such that <br />the landscaping is properly irrigated and maintained both during the full term of the <br />operation of the SerFer Pit and after it has been terminated and reclaimed; <br />22. The Applicant. should be required to provide a satisfactory Mosquitoes Control Plan <br />adequately providing for the control of mosquitoes and other insects associated with such <br />land uses and then conduct its activities in strict accordance with the Plan such that <br />mosquitoes and such other insects are adequately controlled both during the full term of <br />the operation of the SerFer Pit and after it has been terminated and reclaimed; <br />23. The Applicant should be required to provide written notice to the purchasers of all <br />materials as to all traffic restrictions that are applicable to through truck/haul traffic to <br />and from the SerFer Pit; <br />24. The Applicant should be required to pay all Town, County, and Regional Road Capital <br />Expansion Fees applicable to the SerFer Pit for all necessary road expansion and <br />improvement, and should be required to dedicate the land necessary to accommodate all <br />such road expansion, improvement, and maintenance; <br />
