Haul traffic should be limited to no more than 10 truck trips (5 in and 5 out) per hour <br />from the site between the hours of 7:00 A.M. and 8:00 A.M.; <br />26. An entity needs to be charged with monitoring the tracking of materials onto the <br />surrounding roads and highways, such that if such tracking becomes a problem, the <br />Applicant can be required to install either anti-tracking devices or vehicle washing <br />systems at all exit locations for the SerFer Pit; <br />27. The hours of operation should be limited to 7:00 A.M. to 5:00 P.M., or dark, whichever <br />comes first, Monday through Friday, and 7:00 A.M. to Noon, on Saturday. The SerFer Pit <br />should be closed on Sundays and all national and state holidays. No lights should be <br />permitted at the SerFer Pit; <br />28. No concrete or asphalt batch plants should be allowed on the site; <br />29. The Applicant should be required to establish and maintain a telephone hotline to inform <br />the public of the status of monitoring and operation of the SerFer Pit. The hotline should <br />also allow the public to provide feedback to the Applicant and register concerns about the <br />operation and monitoring of the SerFer Pit; <br />30. The Applicant should be required to hold quarterly public meetings throughout the <br />duration of the SerFer Pit's operation as a forum to advise neighboring residents and <br />homeowners' associations of issues concerning the SerFer Pit and the resolution of those <br />issues, and to address questions, concerns, and issues raised by such residents and <br />homeowners' associations at such meetings; <br />31. The Applicant should be required to prepare satisfactory driver education information for <br />use at the SerFer Pit, including, but not limited to, pamphlets and signs clearly indicating <br />the agreements the Applicant has entered into concerning the development and operation <br />of the SerFer Pit, and including, but not limited to, information concerning all travel <br />restrictions placed upon the use of adjacent roads and highways and the state legal <br />requirements concerning covering loads; <br />32. The Applicant should be required to prepare a satisfactory Reclamation Plan. The Plan <br />should include, but not be limited to: <br />a. A requirement for an irrigation system sufficient to permanently maintain the <br />reclamation improvements after the Applicant has completed them and ceased to <br />perform work at the site, <br />b. The Plan should specifically state and show all plans, specifications, and design <br />standards for reclamation of the SerFer Pit at the end of its approved term of <br />operation, including whether the pit will be sealed with a slurry wall or a <br />.compacted wall for future water storage purposes.
