The Applicant should be required to conduct monitoring during the first year of <br />operations to insure that the Air Quality Impact Model provided by the Applicant is both <br />accurate and satisfactory; <br />11. The Applicant should be required to obtain a Colorado Air Emissions Permit; <br />12. The Applicant should be required to pave the internal road from the scale to all exist <br />roads it constructs from the site in order to control dust from the site. <br />13. The Applicant should be required to provide a satisfactory Fugitive Dust Control Plan <br />and conduct its activities in strict accordance with such Plan and the Colorado Air <br />Emissions Permit; <br />14. The Applicant should be required to obtain a Colorado Process and Stormwater <br />Discharge Permit; <br />15. The Applicant should be required to provide a satisfactory Stormwater Management Plan <br />and conduct its activities in strict accordance with the Plan and the Colorado Process and <br />Stormwater Discharge Permit; <br />16. The Applicant should be required to provide a satisfactory Noise Mitigation Plan <br />showing that all noise levels from the development and operation of the SerFer Pit will at <br />all times comply with all federal, state, and local noise control laws, ordinances, rules, <br />and regulations, and then conduct its activities in strict accordance with the Plan and such <br />laws, ordinances, rules, and regulations. The Noise Mitigation Plan should include, but <br />not be limited to the following: <br />a. All MSHA safety backup beepers should be monitored and their sound levels <br />reduced to the lowest allowed by MSHA, <br />b. All generators, crushers, and mechanical equipment should be equipped with <br />satisfactory baffles and enclosures, which incorporate sound deadening measures <br />such as walls with sandbags or insulation or portable screens, <br />c. The stockpiles on the site should be located in such a way as to satisfactorily <br />reduce noise to the adjoining residents and homeowners' associations. Stockpiles <br />should be located to reflect noise away from nearby residential areas. However, <br />stockpiles should not exceed 30 feet in height. <br />d. For all phases of the development and operation of the SerFer Pit, the mine face <br />should be opened away from the adjoining residential areas, keeping the working <br />face of operations oriented away from such residential areas, <br />
