No parking, loading or unloading of vehicles should be allowed in any highway, road, or <br />transportation right-of--way or easement; <br />3. No overweight permits should be issued for trucks accessing or leaving the SerFer Pit, <br />and the Applicant should be periodically spot-checked for overweight trucks; <br />4. The Applicant should be required to promptly and completely remove any and all spilled <br />materials from all public highways, roads, and transportation rights-of--way and <br />easements in the area; <br />5. The Applicant should be required to provide a satisfactory Traffic Impact Analysis and to <br />make any road improvements required as a result of such study. The study should <br />include, but not be limited to, the cumulative impact of the traffic in the area from the <br />Kyger/Lafarge Pit and the Hall Irwin Pit, in addition to the proposed SerFer Pit; <br />6. The Applicant should be required to provide a satisfactory Flood Plain Analysis and to <br />make any flood plain improvements required as a result of such study. The Analysis <br />should show the dimensions of the soil material pile that will be created when exposing <br />the sand and gravel for mining and the square footage of that pile's footprint should be <br />included in the floodplain analysis; <br />7. The Applicant should be required to comply with all requirements of Larimer County, <br />Weld County, the Town of Windsor, the U.S. Army Corps of Engineers, the U.S. Fish <br />and Wildlife Service, the Colorado Division of Wildlife, the Colorado State Department <br />of Health, the Larimer County Health and Environment Department, and the Weld <br />County Health Department; <br />8. The Applicant should be required to provide a satisfactory Air Quality Impact Model <br />estimating potential particulate matter concentrations and their relation to potential <br />crystalline silica concentrations for review and approval by the Colorado Department of <br />Transportation, the Colorado State Department of Health; the Larimer County Health and <br />Environment Department, and the Weld County Health Department. The report should <br />demonstrate that the particulate matter concentration at downwind properties will not <br />exceed National Ambient Air Quality Standards for PM-10 concentration, and that silica <br />content of the mined materials is within expected ranges; <br />9. The Applicant should be required to perform initial dust testing at the site prior to the <br />commencement of either the development or operation of the SerFer Pit in order to <br />establish baseline air quality conditions for the site; <br />
