a. Injection into each well will be suspended and the well will be <br />depressurized by allowing production flow to continue with the assistance <br />of a booster pump. <br />b. The well and carbonate concentration of remaining fluid within the cavity <br />shall be stabilized to allow the well to return to service at a later date. <br />During the period of suspending the well, the volumetric flow and mass <br />balance (of fluids moving into and out of the cavity) will be outside of the <br />limits set by Part II Section D(1)(i) of this UIC Permit. Hence during the <br />transition from normal operation to Temporary Suspension of a cavity, <br />those requirements and the corresponding corrective action requirements <br />in Part II Section D(1)(j) will be waived. <br />c. The pipeline system used to supply injection brine to, and recover <br />production brine from, the well field will be flushed, drained, and sealed <br />until such time as the operations are reactivated. <br />d. Instrumentation skids at well sites that maybe reactivated will be shut <br />down, locked, and left in place. <br />e. Required electrical power will remain to supply power as needed to <br />conduct preventive maintenance procedures during the temporary <br />suspension period. <br />3. Monitoring, Record Keeping, and Reporting of Results. <br />The permittee is required to carry out the applicable activities during Temporary <br />Suspension, as described in the Groundwater and Surface Water Monitoring Plan <br />(Appendix I) and Subsidence Monitoring Plan (Appendix J). <br />a.. Well Field Monitoring Program. The monitoring requirements for Class <br />III wells are specified in 40 CFR 146.33. Samples and measurements shall <br />be representative of the monitored activity. The permittee shall utilize the <br />applicable analytical methods described in Table 1 of 40 CFR 136.3, or in <br />Appendix III of 40 CFR 261; or in certain circumstances, by other methods <br />that have been approved by the EPA Administrator. American Soda's <br />monitoring program shall follow those requirements and shall include <br />these elements: <br />+ Mechanical integrity testing shall be performed on the well's <br />casing once the temporary plugs are in place.
