" We believe that <br />these criteria are met as desca-ibed in Reclamation Plan, 6.4.5(2)~a), Conceptual Slurry Wald <br />C:onstructian Plan of the Permit Appliurtion document, and in Appendix 11, Conceptual <br />Engineering Designs. We also believe these criteria essentially mirror the recommendations <br />provided in the Guidance Document. In addition, the Applicant has committed, in this <br />Application, to provide specifics in the form of a technical revision prior to beginning slurry wall <br />construction. Further, the Applicant will provide as built construction plans and other <br />documents as necessary to demonstrate that the structure has been built as proposed Also be <br />aware that the Applicant must demonstrate to the SEQ that the storage reservoir meets its <br />allowable leakage criteria, or be in violation ofSEQ water rights provisions. <br />The enclosed conceptual specifreations and designs should provide a reasonable degree of <br />assurance for the Division as to slurry wall construction for bonding purposes. We therefore, <br />request that the Division consider the Application's materials and commitments as being <br />adequate. <br />C) "Please provide the detailed engineering design for the pofion of the ditch that will be <br />relocated... The applicant did not include a notarized agreement with the ditch owners that will <br />allow them to make the change in Location." <br />Response: Please frnd attached the requested notarized agreement with the Excelsior Ditch <br />owners. <br />Since the move and reconstruction of the Excelsior Ditch is an operational item acrd not a <br />reclamation item, the Applicant requests that it be allowed to provide the Division detailed <br />engineering design specifications prior to construction as a Technical Revision. The Division <br />now has the notarized agreement and has the approximate location and shape of the proposed <br />structure. In addition, the application states drat, "The erns-sections and designs for the <br />proposed Excelsior Ditch relocation will be engineered to carry the historical volume of ditch <br />water. " These documents should be sufficient for interested parties to make their respective <br />evaluations during the permitting process. In addition, by way of the agreement, the owner of <br />the ditch is confident that its interests are protected What the Division will have prior to ditch <br />reconstruction is the detailed engineering design specifrcations. It is the Applicant :s risl~ pest <br />permit issuance, to meet the Division :s hydrologic requirements through the Technical Revision <br />process. <br />D} "The Applicant plans to place several buried water line delivery systems as part of the <br />water resources reclamation plan. Please provide the detailed design, and 1c3eation of these <br />proposed boned pipelines." <br />Response: The approximate locations of the buried waterline delivery system are shown on the <br />previously provided reclamation map, with genera! eonsirrtction detail shown in Appendix II, <br />Conceptual Engineering Designs. The Applicant is not clear as to the need for the Division to <br />require detailed construction designs far the buried waterline delivery system.
