Colowyo C-1981-019 18 March 2008 Pg 3/4 ~~ Backfilling and Grading: -The reclamation and backfilling operations in the East Pit were inaccessible at the time of the inspection due to snow. The 101 dragline was sitting on the Easl Pit highwall at the time of the inspection but it was not operating. It does not appear that it has moved a great deal since my last inspection in February. -The top of the West Pit overburden stockpile still needs to be removed to the new approved elevailion as permitted in Technical Revision 63. -The area of the West Pit that has been graded looks good. There are no erosional problems with thus area. This area is a disconnected area that is like an "island" in the ungraded spoil k>ut it gives Colowyo a good visual and atie-in point for their future reclamation in tree West Pit. Support Facilities: -The facilities area was in good condition at the time of the inspection. No problems were noted with the area. -The Gossard Lo~~dout appeared to be stable and in good condition at the time of the inspection. ~Jo fugitive dust coming from the coal stockpiles or stacker tube at the time of the inspection. Topsoil: -The opE;rator, through the contractor Bower Brothers, was still removing topsoil from the k~ox cut area of the South Taylor Pit. The topsoil is being stockpiled in anew pile just south of the West Pit (west of the Section 16 Pit) and next to the pile above the East Pit highwall. The conditions up top have improved, with little snow remaining and most of the runoff complete. The topsoil looked good and did not appear to have ~a change in texture. This was evident in the topsoil that was pushed into a pile waitin~~ to be loaded, the topsoil that was being loaded and the topsoil as it sat in the truck~~. Overall, Bower is doing a very good job with the topsoil stripping operations. - Anson (who constructed the West Taylor and Section 28 Ponds) was also stripping topsoil. They were currently stripping topsoil from the underdrain area of the East Taylor Fill. The sicle slopes of the East Taylor Fill area were already stripped by Bower. Anson was hauling and stockpiling the topsoil in a separate pile next to the Bower pile (for payment purposes). The road to the Anson area was still very muddy and rutted. Travel on this road was very difficult and probably a bit on the dangerous side. These road conditions must really be having a negative impact on the Anson project's productivity and the overall timing of the project. General Mine Plan Compliance: -The 1 Ol dragline is on the East Pit highwall performing reclamation (although it was not actively working at the time of the inspection. -The 102 draglin~~ was in the West Pit removing overburden on the F-Seam. -The 103 draglin~~ was walking to the B=Seam in the West Pit. - The 1 14 shovel operation was working in the TR-65 area. -The 115 excavator was removing A-Seam overburden in the West Pit (although it was not actively working at the time of the inspection).
