J. Stream Buffer Zones <br />Chandler Creek is an ephemeral stream. Stream buffer zone rules apply to <br />perennial streams or streams with a biological community. Therefore, <br />stream buffer zone rules do not apply. <br />K. Probable Hydrologic Consequences <br />Probable impacts to the surface water system in the permit and adjacent <br />area are; <br />Increased flows due to mine water discharge <br />Slight quality changes due to leaching <br />Probable impacts to the groundwater system in the permit and adjacent <br />area are; <br />^ Dewatering and creation of a localized cone of depression <br />^ Increase in Total Dissolved Solids <br />^ Alteration of pH <br />^ Shift in ground water chemistry to a sodium sulfate type <br />Of all the probable impacts, the magnitude and extent of the localized cone <br />of depression due to mining and subsidence would have the most <br />detrimental impact to domestic groundwater well owners upgradient from <br />the mined area. Although low permeabilities make it unlikely that the cone <br />of depression will extend any significant distance upgradient, the Division <br />believes that appropriate monitoring and mitigation is necessary to detect <br />and remedy any impacts to the registered well owners, should they occur. <br />Exhibit AB, Hydrologic Monitoring Program details the required monitoring <br />and mitigation steps that Northfield will conduct to ensure that the rights of <br />the groundwater users are protected. <br />The mine will consume ground water by evaporation, dust control, water <br />removed in the mined product, and possible drinking and/or sanitary uses. <br />Northfield claims that the groundwater is non-tributary and the mine site <br />does not produce water from the Arkansas River calling point. However, at <br />this time, Northfield has not proved that the water is non-tributary and until <br />such time that a demonstration is made, the State Engineer will assume <br />the groundwater is tributary to the Arkansas River. Also, presently, <br />Northfield has not obtained an approved water supply plan or decreed plan <br />for augmentation and obtained the required dewatering permit from the <br />State Engineer. Therefore, the following stipulation is necessary: <br />19 <br />
