Stipulation No. 1 <br />PRIOR TO THE CONSUMPTIVE USE OF EITHER ALLUVIAL OR <br />BEDROCK GROUND WATER WITHIN THE PERMIT BOUNDARY, <br />NORTHFIELD SHALL SUBMIT A TECHNICAL REVISION TO THE <br />PERMIT THAT INCLUDES A WATER SUPPLY PLAN OR DECREED <br />PLAN FOR AUGMENTATION AND OBTAIN A DEWATERING WELL <br />PERMIT THROUGH THE OFFICE OF THE STATE ENGINEER. THE <br />PERMIT AND AUGMENTATION PLAN WILL BE SUBMITTED AS NEW <br />MATERIALS FOR PLACEMENT INTO THE MINE PERMIT <br />APPLICATION. <br />IV. Topsoil <br />Soil resource information is discussed in Section 2.04.9 of the permit. <br />Northfield proposes to salvage 10 inches of topsoil and stockpile it as shown on <br />Map 12. Northfield has committed to survey the topsoil pile upon completion of <br />surveys and they will provide the volume of topsoil in the stockpile to the <br />Division. The stockpile will be seeded with the temporary mix in Table 2.05.4-3. <br />Ten inches will be replaced on the regraded land following backfilling and <br />grading. <br />A. The Division proposes to waive the requirement for clearing of vegetation <br />cover prior to topsoil removal. The applicant has demonstrated that <br />inclusion of vegetation cover in salvaged topsoil is necessary or desirable <br />to ensure soil productivity consistent with the post-mining land use. With <br />the exception of some small junipers and other native trees, the facility <br />area is generally a grassland area (4.06.2(1)). <br />B. Alternative treatments to eliminate slippage surfaces, relieve compaction, <br />and provide for root penetration are proposed to be approved. These <br />treatments are ripping the regraded overburden to a depth of one to two <br />feet prior to topsoil replacement (4.06.4(1)). <br />V. Sealing of Drilled Holes and Underground Openings <br />A. The Division will require that each hole, well or other underground opening <br />be capped, sealed, backfilled, or otherwise properly managed (4.07.3). <br />VI. Use of Explosives <br />No surface blasting operations will occur at this operation. Any blasting <br />activities that could be required will occur underground. <br />VII.
