Page 5 of 19 <br />The Forward Plan will include all future Prime Farmland Soils on the Morgan land <br />(NRCS soils 14 & 15) . Any future (after February 2008) Prime Farmland Soil salvage <br />will be conducted in a two lift operation. Lift (A) will be salvaged from the surface down <br />to where the color of the soil changes to a light brown, or, 24 inch maximum. Lift (B) <br />will be salvaged up to a maximum of 60 inches or to bedrock or whatever is necessary <br />to achieve a 44 inch total Lift (A) and Lift (B) combination and a 40 inch minimum <br />thickness. The Forward Plan will encompass basically the 50+ acre field just north of <br />Frank Morgans house and the same soil will be replaced in the same field after mining <br />is complete. All parties at the meeting was in agreement with this approach and this is <br />how it will be stated in the Mine Permit Document. <br />It should be noted that in Mr. Dearstyne discussion concerning Prime Farmland Soils, <br />he stated that Caliche (Calcium Carbonate-CaCO3) Clay is perfectly good growth <br />media when placed in Lift (B) and one should not stop salvaging soils that has a high <br />concentration of Calcium Carbonate, other than when the Calcium Carbonate forms a <br />"very hard" tense that a conventional dozer can not penetrate through. If it is soft, it is <br />still satisfactory to take. <br />Item 2: Pre Mine and Post Mine Topsoil Salvage & Replacement North West of <br />2700 & BB Road <br />There is no Prime Farmland Soils (NRCS Soil 14 &15) north-west of 2700 & BB Read <br />intersection, except.for a small field on the WFC land next to Tuttle Draw (Soil 10). <br />Pond 013 has been constructed on this Soil Group and Dave or Jim from the NRCS <br />will determine what actions need to be done to this plot. <br />All other soils north-west of 2700 & BB Road vary in thickness of Lift (A), 0-10inches <br />and Lift (B) with varying sizes and shapes of area. Ross stated that it was near to <br />impossible to distinguish and separate these. pods with Caterpiller D-9R and that in <br />reality Lift (A) and Lift (B) would be mixed in the process. NRCS and CDMRS <br />personnel agreed with the logic and granted that the soils north-west of 2700 & BB <br />
