Page 4 of 19 <br />Backwards Plan <br />It is obvious that WFC can not go back in time and undo the disturbance and the way <br />the Prime Farmland Soil was salvaged south west of 2700 & BB Road pre February <br />2008, but we could take extra steps to enhance the soil to approximately meet Prime <br />Farmland soil parameters. WFC~stated that the top twenty plus (20+} inches of Lift (A) <br />topsoil had been pushed up by dozers and hauled to the backfill and stockpiled on the <br />Morgan land. This essentially recovering all the Lift (A), which contains the nutrient, <br />soils. On top of that, WFC had hauled and placed several feet of Bench 1 material on <br />the final graded surface. Documents within the Permit stated that the Bench 1 material <br />was suitable for plant root growth. Mr. Dearstyne then stated that the top strata ,Lift <br />(A) of any Prime Farmland Soil was the most critical and anything below was used by <br />the plant for water storage and consumption. Mr. Boyd stated that alfalfa roots <br />commonly extend to 40 inches to acquire sufficient water. Since WFC had salvaged <br />approximate 20-24 inches of a Lift (A), we all decided that the stockpiled topsoil would <br />be used as Lift (A) on all Prime Farmland Soil land disturbed up to February <br />disturbance line on the Morgan land. It was suggested that the Bench 1 soil that was <br />already was placed (on portions of the Morgan land). be tested for Lift (B) soil criteria. <br />The soil suitable test parameters will be furnished by NRCS and will be placed within <br />the Mine Permit Document. Providing the Bench 1 soil substitute for Lift (B) is <br />successful in meeting the test parameters, the land will have to be deeply plowed <br />(minimum of 24 inches and maximum of 36+ inches), scarified and excess rock <br />fragments will have to be bladed off or rock picked to get the size and percentage of <br />rock fragments below (50%) the specified limits set by NRCS. After Lift (B) is <br />conditioned, then the stockpiled Lift(A) can be replaced. It was decided that the <br />combined Lift (A) and Lift (B) soil replacement depth should average 44inches in <br />combined thickness with a minimum of 40inches for any single measurement. It should <br />be noted that this "Backwards Plan" was agreed upon by all attendance and that is <br />how it will be written in the revised New Horizon Mine Permit Document. <br />Forward Plan <br />
