of these routes, they will be Snstalled per Attachment 13-9, LSght-Use Roads Generic __
Culvert Design. Field work on both of these routes must begin one to two weeks prior •
to the dragline deadhead. Reclama tlon activities for both these routes will begin
immediately following the passage of the dragline and approximate the conditions prior to
the disturbance. Seneca anticipates that both of these deadhead routes will be reclaimed
within three to four weeks of Snltial disturbance, unless probl ears would occur during the
walking of the dragline. These roads will be revegetat ed with the seed mixes contained Sn
Tab 22.
The first construction activity will be the temporary deadhead/detour road to route
traffic along RCR 27 while the dragline crosses the road. This work will consist of two
separate roadways. The detour road for RCR 27 will begin approximately 300 feet from the
Sntersection of RCR 27 with the Yoast Road "A". The detour road will be 60 feet wide for
approximately B00 feet and then narrow to a 30-foot wide roadway. This road will tie back
into RCR 27, roughly 900 feet to the south of the intersection of RCR 27 and RCR 27A. The
detour road depicted on Exhibit 13-13 shows the `ti+o rst case" disturbance. If at all
possible, Seneca will try to shift this road Eu rther to the north and avoid having to
Snstall a temporary culvert and disturb the existing stockpond dam that is located Sn this

area
The second roadw
will be a 100-f
t wid
ction that h
s a l
th of 300 feet •
.
e se
a
.
ay
oo
eng
This roadway will be located at the Sntersection of RCR 27 and 27A and will tie into the
detour road where it narrows from 60 to 30 feet. This road section will be used to
stockpile the straw and dirt which will be used to cover RCR 27 to protect St while the
dragline crosses it. Once the dragline teaches Haul Road "A", it will continue towards
the mining area on St. Reclamation of these roads will then commence.
The second construction will be the deadhead route to cross under the PSCO/WAPA
powerllnes. This 4500-foot long section of road will start at Station 42+00 of Yoast Road
"A". The ex lsting ground profile for this deadhead route Ss shown on Exhlblt 13-19. It
will take off to the northwest for 1100 feet to the drainage just north of the "A" haul
road. The next 1100 feet of road will be constructed in this drainage Sn a southwesterly
direction. The reason for building the toad Sn the drainage Ss to maintain the minimum
distance required for walking the dragline under energized powerlines. The approximate
height of the dragline while walking will be 62 feet. According to 30 CFR 77,807.2, a
chart provides the minimum distances which must be maintained while operating equipment
within different ranges of voltages. To minimize the amount of disturbance assoclatetl
with this move and to obtain the necessary clearances, Seneca had to construct the __
13-10-2 Revised 09/23/96
