Introduction <br />• The original plan for the 650 dragline move to the Yoast mining area was to tear the <br />machine down Snto several large pieces. These segments would then be hauled by trailer <br />over the existing haul roads at Seneca II and Yoast. A dragline erection pad was located <br />near the boxcut stripping area so that the dragline could be reassembled and begin <br />stripping operations. Aftet evaluating this method, it was determined that deadheading or <br />wal king the machine to the Yoast mi ning area would prove more economl cal. The maJor <br />savings involved costs Incurred with the move and the time it would take from completing <br />mining at Seneca II and being able to start stripping again at Yoast. This attachment <br />will describe the construction activities to build two deadhead routes to accomplish this <br />task. The incidental permit boundary addition associated with this protect totaled 65.0 <br />acres. Seneca has also shown this acreage as being disturbed. In reality, the amount to <br />be disturbed will be less since the maJorlty of the deadhead will only be 60 feet wide. <br />Time Frame of Move <br />The 650 dragline will be mined out at the Seneca II Mine Sn mid-Septembet, 1996. The <br />dragline will then start deadheading to the Yoast Mine approximately the third week in <br />• September. From the Seneca II pit area it will take approximately two to three days to <br />reach the intersection of Routt County Roads 27 and 27A. The dragline will then crass RCR <br />27 during daylight hours, and continue on to the Yoast pit area. This will be done in <br />three to four days. <br />Construction Activities <br />The dragline will walk on our existing haul roads at the Seneca II Mine and the Yoast Haul <br />Roads "A" and "B" for most of the trip to the Yoast pit area. Two separate construction <br />activities will be necessary to complete the route the dragline will deadhead over. They <br />are as follows: <br />1. Temporary deadhead/detour route for RCR 27. <br />2. Deadhead route to walk under PSCO/WAPA powerllnes. <br />The deadhead routes will follow the guidelines of our light-use roads Isee Pages 29 to 31, <br />lab 131 since they will only be utilized this one and only time. The coal length of <br />deadhead road to be constructed will be 6,000 feet. Along those portions of the deadhead <br />road where cut and fill work will be necessary, the topsoil will be pushed out to the <br />etlges of the road itself. If the existing grade is such that the dragline can safely <br />maneuver, no salvage of the topsoil will occur. If culverts are required in any po rtlon <br />13-10-1 Revised 08/23/96 <br />
