Exhibit C Mining Plan <br />This is an open pit mine located approximately 10 miles northwest of Parachute, Colorado, off <br />of a private road. Mining access will be via private roads. <br />The anticipated life of this mine will approximately 10-15 years depending on the amount of <br />material in the mine and the demand for material. The total area of the project site is about 10 <br />acres. The total area of disturbance is currently estimated at 9.944 acres. The quarry will be <br />constructed using conventional cut and fill earthmoving techniques. <br />In areas that are disturbed by construction, topsoil will be stripped and stockpiled near the site. <br />Soil materials will be managed so that erosion and sediment transport are minimized. Nearby <br />drainages will be protected by appropriate measures. The quarry floor will be graded to drain the <br />surrounding areas away from the stockpiles and work areas. <br />The material will be excavated with a dozer and loaded with a front end loader. No blasting will <br />be done on this site. All material excavated from site is for the sole use of the landowner; none <br />will be sold. Mining activity will vary from month to month depending on the amount of <br />material needed. <br />The estimated start date, based on approval of all necessary permits, is October, 2007. The <br />estimated finish date, based on current and future operations projections, is October, 2011. The <br />mine will operate year round with periods of inactivity when adverse weather conditions exist. <br />There may be periods when no activity takes place on the mine because there is no demand for <br />material. No estimate is available for how long these periods of inactivity will be, but may last 6 <br />months or more. <br />The operations on this site will not require water, excepting dust control. Water truck services <br />will be contracted to provide dust control. <br />This site has been designed to protect surface waters and groundwater and will be managed <br />according to the Stormwater Management Plan that has been created specifically for this site. <br />Schedule of Construction Activities <br />Soil stripping and mining activities for will begin as soon as permits and permitting requirements <br />are in place. The development of construction materials quarries is generally accomplished in <br />three distinct work phases. The first phase is the top soil stripping and stockpiling, the second <br />phase is the mining and rock crushing, and the third phase is the Abandonment and Reclamation. <br />Each work phase is briefly discussed below. <br />Top Soil Stripping and Stockpiling <br />The stripping phase includes the following activities; topsoil stripping, topsoil stockpiling, <br />stormwater management installation, and erosion protection installation. Stripped soils will be <br />placed in a stockpile along the relatively flat ridge top adjacent to the quarry to the southwest. <br />Sediment control apparatus will be installed around the perimeter of the stockpile to prevent <br />fugitive sedimentation.
