Sand and gravel are then transported by conveyor to the central processing plant <br />where they will be sized, screened, washed and stockpiled into a variety of <br />finished products. It should be noted that the cenval processing facility will <br />remain at its present location throughout the life of the mining operation. <br />5. The finished product is transported to customers by rail or [tuck. <br />6. In some instances, sand and gravel product ;may be used to manufacture <br />asphalt or ready-mix concrete at the cenval processing site. <br />The reclamation plan developed by Western Mobile represents more than twenty years <br />of innovative reclamation design and successful implementation. For example, <br />Westem Mobile is an industry leader in the area of ~.reated wetlands. Since 199?, <br />Western Mobile has done pioneering work in wetlands creation at the company's Deepe <br />Pit sand and gravel operation located ad}acent to the City of Boulder along South <br />Boulder Creek. Tltis first-hand knowledge of wetlands has been applied to the Lyons <br />reclamation plan. The reclamation plan also employs the "Open Vallev' reclamation <br />concept, which will serve to minimize the amount or open water typically created as a <br />result of alluvial [Wining. Open Valley reclamation allows for the selective creation of <br />small, shallow bodies of open water that will add si~:nificant wildlif~: habitat diversity to <br />Che St. Vrain floodplain. The reclamation plan also retlects Western Mobile's expertise <br />in building water storage reservoirs used [o augment evaporative loss and protect water <br />YLh[S. <br />Application Submittals <br />Westem Mobile's comprehensive plan includes three Boulder County land use permit <br />applications, the approval of which will be needed in order to implement this plan. <br />I. The first application is the special use permit that s.pplies to the tluee new mining <br />phases of the site, the West Plant, the East Plant, and the Rockin' y's'P-South parcels. <br />The development report and special use criteria sections of this document were prepared <br />following Boulder County's land use code. <br />'. The second application is an amendment to the existing special use permit currently <br />in effect for the Rockin' WP-North parcel. The proposed amended special use permit <br />addresses a number of items, including the following: <br />Western Mobile Lyons -Comprehensive Plan 2-5 <br />
