A statement in the report is that "This report fulfills the quarterly <br />inspection requirements as specified by Rules 4.09.1(11)(x) and 4.10.2(2)(x)." <br />3`d Quarter 2000 <br />The report indicates that the fill was inspected (does not say by who but states "we") on September <br />7 and 15, 2000. Compaction tests were accomplished during the September 7 inspection (activity <br />4 of the rule above). The report states that the coal materials that were recently tested were placed <br />and compacted in general accordance with the project plans and specifications. Every reported <br />measured dry density indicated compactions above that required. Water levels in wells was measured <br />and reported. Levels in well S dropped some two feet and some seven feet in we115MW. They were <br />consistent with previous reports for wells N, 3MW and 4MW. The statement in made that they did <br />not observe any adverse drainage or geotechnical conditions at the time of their visit. A statement <br />in the report is that "This report fulfills the quarterly inspection requirements as specified by Rules <br />4.09.1(11)(x) and 4.10.2(2)(x)." The report recognizing that surface drainage had been greatly <br />improved and appeazed to be in very good condition. <br />4`h Quarter 2000 <br />The report indicates that the fill was inspected (does not say by who but states "we") on December <br />18, 2000.The report indicates that fill appeared to have been placed in general accordance with the <br />project plans and specifications. No tests were made. <br />Rule 4.09.1(11)(b) 77te qualified registered engineer shall provide to the Division a certified report <br />within 2 weeks after each inspection that the fill has been constructed as specified in the design <br />approved by the Division. The report shall include a description of any appearances of instability, <br />structural weakness, and other hazardous conditions observed during the inspection. A copy of the <br />report shall be retained at the mine site. <br />1 s` Quarter 2000 <br />The inspection was conducted on January 4, 2000 and submitted to Twentymile Coal Company on <br />May 1, 2000. It was received at the Division on May 11, 2000. Thus the requirement to provide to <br />the Division the report with 2 weeks after the inspection was not met. There is no statement in the <br />report that the fill had been constructed as specified in the design. However, as indicated above, there <br />had been no placement and compaction of fill material since the previous report. There is no <br />description of (or lack of) any appearances of instability, structural weakness, and other hazazdous <br />conditions observed during the inspection. By omission, it may be assumed there were none. <br />Declaration of none is, to me, a preferred method of reporting the findings of the inspection. <br />3rd Quarter 2000 <br />The inspection(s) were conducted on September 7 and 15, 2000 and submitted to Twentymile Coal <br />Company on October 31, 2000. It was received at the Division on November 14, 2000. Thus the <br />requirement to provide to the Division the report with 2 weeks after the inspection was not met. <br />
