where acid strata (pN <5 and ABP <-5) are encountered. The monitoring program is outlined <br />on Pages 6-153, b-153a, 6-164, and 9-40 of the PAP. <br />No spoil samples were collected from the Wolf Creek final graded area during the 1993 field <br />season. The 22 acres graded du r_i ng 1992 and 4.2 acres graded during 1993 will be sampled <br />prior to soil replacement. <br />A two 20 three _f oot-sui-t able_spoil_subsoil topdressing has been used since 1985 to cover <br />~~--~ <br />acid spoil in the Nolf Creek mining area. The subsoil replacement areas are shown on <br />_~ - - <br />Exhibit 92.4 (P11CL, 1993). Limestone amendments have not been used [o neutralize the acid <br />spoil. <br />Soil Replacement Thickness. Peabody is required by CDMG to closely observe and routinely <br />inspect soil replacement thickness in the wadge and Yolf Creek reclamation areas at Seneca <br />11 Mine. This monitoring requirement is included as Item 5 of the topsoil Quality Control <br />Program presented in Tab 9, Attachment 9-4, Page 9-41 of Permit C-80-005. Historical soil <br />replacement thickness ~i nformation for the 1984 thru 1992 reclamation blocks is presented in <br />• Table 9-4-3, Attachment 9-4, Tab 9 of Permit C-80-OOS~the Second, Third, and Fourth Annual <br />Topsoil and Spoil Monitoring Reports for the 1987, 1988, and 1989 field seasons, and the <br />1991 and 1992 Annual Reclamation Reports (PCC, 1988; 1989; 1990; 1992; PuCC, 1993). <br />No soil replacement thickness measurements were made during 1992. Soil was replaced after <br />[he final quarterly inspection of October 14 in the wedge reclamation area. This area, <br />about 2.6 acres, will be sampled for soil thickness during 1994. <br />Soil Balance. Peabody is submitting the soil balance with the Annual Reclamation Report as <br />required by Permit L-80-005, tab 13, Page 13-29c and as recommended by Section 2.04.13(2) <br />of Colorado's Regulations for Loal Mining. The soil balance is completed to ensure soil is <br />salvaged, stockpiled, and replaced as recommended and approved in [he permit, and, if <br />necessary, to reatljust the soil salvage and redistribution thickness. The soil information <br />is also used to update [he soil volume information Peabody submitted with the 1992 Annual <br />R ec lama[ion Report (P4LC, 1993) and confirm the mean Soil replacement [h icknes5 for [he <br />life-of-mine disturbance area at Seneca II Mine. <br />u <br />3 <br />
