Soil Salvage and Storage. Soil salvage (disturbance) areas and soil stockpile sites as of
December 31, 1993 are shown on Exhibit 93.3, Soil Balance Map. The following technique was
used to prepare the 1993 Soil Balance Map. The soil salvage area and existing soil
stockpiles, as of December 31, 1993, were transferred from the Seneca 11 Pit Progress and
Reclamation Digital File to a 1"=400' scale Existing Contours Map dated September 26, 1993.
This disturbance area, provided 6y the Seneca l] engineering staff, was confirmed by
overlying the black and white 1"=400' scale ortho aerial photo dated September 26, 1993
(Exhibit 93.6), overlying the Soil Balance Plan, Exhibit 92.3, from the 1992 Annual
Reclamation Report, and by on-site field checks on August 13 and October 14, 1993. The
remaining soil salvage areas and affected lands boundary for the remainder of Seneca 11
Mine, are shown on Exhibit 93.3, 1993 Soil Balance Map. The soil salvage areas were
determined from the estimated limits of mining and reclamation disturbance shown on the
Backf tiling and Grading Schedule, Exhibit 13-2, dated 01/16/93. Soil map units for the
undisturbed areas were transferred from the baseline soil map, Exhibit 9-1, Soil Types and
Sample Locations (dated May 13, 1488).
The projected soil salvage areas, soil salvage thickness, and soil volume for each soil
type for the remainder of Seneca 11 Mine are listed in Table 93.1. The soil salvage
thicknesses are identical to those utilized for the 1992 Annual Reclamation Report (PwCC,
1993). It is projected 176.8 acre-feet of soil remain to be salvaged within the permit
area.
All existing soil stockpile locations (13 total) are shown on Exhibit 93.3. Soil stockpile
volume information is presented in Table 93.2. During [he past year, soil was neither
imported or exported from any_ of [he 13 stockpiles. Approximately 601.3 acre-feet of sail
was stockpiled as of December 31y 1993
Soil Redistribution thickness. The mean soil redistribution thickness is calculated by
comparing the disturbance area that requires soil replacement as of December 31, 1993 with
the soil reserve in stockpiles and soil [o be salvaged ahead of mining. the disturbance
area was determined from the 1993 Soil Balance Plan (Exhibit 93.3), the September 26, 1993
black and white 1" = 400' scale aerial ortho photograph, and on-site field checks. The
disturbance area requiring soil replacement as of December 31, 1993 totals 672.4 acres
(Table 93.1).
C~
4
