October 2000 -60- 003-2191 <br />3.5.3 The final cover permeability shall not exceed that of the liner; and the final cover design <br />shall be comprised of one (1) of the following types: <br />The final cover will be 1.5 feet of recompacted clay, a 2-foot frost protection layer and a <br />0.5 foot topsoil layer. The 1.5 feet of clay will have a permeability less than or equal to <br />the permeability of the bottom liner (1 x 10"' cm/sec). The cover will be vegetated with <br />an appropriate plant species selected in conjunction with the local Agricultural <br />Extension Service. The top 0.5 feet of soil will be a suitable seed bed layer. The <br />underlying 2 feet will be a soil capable of supporting a root system. <br />3.5.4 The final cover shall be designed so that landfill gases will not adversely affect cover <br />performance as described in this section 3.5. <br />Construction and demolition debris is not generally associated with generation of <br />significant landfill gases. This is particularly true at this facility since it will also consist <br />of a wood chipping facility thus essentially eliminating the major source of gas <br />generating materials in construction and demolition debris. Since the cover does not <br />contain a flexible membrane liner, any small amounts of gas can still migrate through <br />the cover without negatively impacting its integrity. <br />3.5.5 Upon approval, and prior to beginning closure of each landfill phase, an owner or <br />operator must notify the Department and place notice of the intent to close the phase in <br />the operating record. <br />The operator will notify CDPHE prior to beginning closure of any phase of the landfill <br />and place a copy of the notice in the Operating Record. <br />3.5.6 The owner or operator must commence closure activities of each landfill phase no later <br />than 30 days after final refuse grades are reached. <br />• <br />worre~me~s.e,r,r~mooo a« Sedalia Recycling Center and Depository <br />
