October 2000 -55- 003-2191 <br />1. The surface water control system, including collection ditches and the run-off <br />retention pond, will be inspected quarterly. The inspection will determine if <br />structural weakness, erosion or other potential hazards exist. A report will be <br />made documenting each inspection and will note any required maintenance of <br />the structures. A copy of the report will be maintained at the depository office. <br />2. The 3 foot compacted clay liner and leachate collection system will be installed <br />in east and west phases as the depository is constructed. Each time the liner and <br />leachate system is extended, Construction Quality Assurance (CQA) testing will <br />be performed and a report will be prepared and maintained at the depository <br />office that documents that the liner and leachate collection system have been <br />installed in accordance with the approved plan. These reports will be certified <br />by a Professional Engineer in the State of Colorado. <br />3. When the final cover (liner) is placed over the completed sections of the <br />• depository, CQA testing will be performed and documentationreports prepared. <br />These reports will also be certified by a Professional Engineer in the State of <br />Colorado. Topsoil will be placed on top of frost protection layer and vegetated <br />with an appropriate species of grass selected in conjunction with the local <br />Agricultural Extension Service. <br />3.3.4 Cover Material Requirements <br />A. The disposed solid waste will be covered with six (6) inches of earthen material <br />at the end of each operating day, or at more frequent intervals if necessary, to <br />control disease vectors, fires, odors, blowing litter and scavenging. <br />B. The cover material requirements will be satisfied as explained in (A) above.
