October 2000 -15- 003-2191 <br />surface. Upgradient conditions are monitored by wells M-4, M-5, and M-6 while <br />downgradient wells consist of M-1, M-2, and M-3. Throughout the duration of the <br />site's groundwater monitoring program, the monitoring wells will be operated and <br />maintained so that they perform as designed. Monitoring well construction details are <br />provided in Appendix 1, well locations aze shown on Figute 6.. <br />23 EXPLOSIVE GASES <br />According to EPA published data in a Handbook titled "Remedial Action at Waste <br />Disposal Sites" dated June 1982, depository facilities that have never received organic <br />wastes will more than likely not produce gas. Sites that aze very young will not have <br />had the time necessary to produce gas. Processing waste, incinerator composting, <br />resource recovery residues and septic tank materials aze considered organic wastes and <br />aze not to be a part of the disposal material. <br />Initially, the frequency of explosive gas monitoring will be quarterly. Wellhead <br />explosive gas monitoring will be performed at monitoring wells MI through M6 as <br />shown on Figure 6. This wellhead monitoring will be considered monitoring at the <br />boundary of the facility. Additionally, explosive gas monitoring will be performed in <br />all structures and any crawl spaces under the structures. <br />Structure design will consider the potential presence of explosive gases. At least one <br />vent line will be installed in the fill to detect the occurrence of and intercept gases <br />generated by the fill later in the life of the facility. Initially, no vent lines will be <br />installed. Building skirting will not be installed in an airtight fashion if at all. <br />Permanent structures may be constructed with on grade slabs without crawl spaces. <br />The operator will notify the Department and local governing body: <br />• l) if the concentration of explosive gases generated by the facility exceed 25% of <br />the lower explosive limit (I % by volume in air for methane) in structures; or <br />NM'1191RI915edali3ami~1000 dac Sedalia Recycling Center and Depository <br />
