Studies by the DMG and the Colorado Geological Survey determined that Twentymile <br />Coal company must mitigate any safety hazards due to subsidence. A previous rockfall within a <br />mile of the site caused a boulder weighing over 1 million pounds to fall on to the area below the <br />cliff. <br />Initially, as stated in the conditions portion of the SUP #93-233, Twentymile Coal Company <br />agreed to "...place a 'Colorado Flex-post Rockfall Fence' or similar type barrier along selected <br />sections of County Road 27..." After subsequent evaluation, however, Twentymile has <br />determined the fencing alternative to be"potentially less effective than TCC requires" in light of <br />the rockfalls that occurred previously. <br />As an altemative TCC proposed to vacate the present alignment of RCR 27 adjacent to the cliff <br />and relocate and rededicate a 3100 foot portion away from the base of the cliff as shown in the <br />attached maps. In order to mitigate potential rock and debris from falling onto the proposed new <br />alignment, a system of berms and trenches are to be built on the existing road alignment. The <br />trench/berm system will create a 20' barrier to debris falling from the cliff. <br />The location of the proposed road realignment follows a previous alignment of RCR 27. <br />There was some discussion of temporarily realigning the road until subsidence had ceased. <br />This altemative was avoided because it is generally not known long subsidence will occur after <br />undermining has finished. <br />Paul Draper of Routt County Road and Bridge Department commented that his department has <br />been involved in the design and planning process of the road relocation project from the out set. <br />Mr. Draper has also stated that the design of the proposed road relocation is sound and meets <br />county and state standards. <br />All costs of road construction and construction of the berms will be assumed by Twentymile Coal <br />Company. <br />3100 feet of RCR 27 in the NW1/4 of section 3, TSN, R86W <br />Colorado Revised Statutes Title 30-28-110 requires the following: <br />(1} (a) Whenever any county...or regional planning commission has adopted a master plan <br />of the county...no road, park, or other public way, ground or space...shall be constructed <br />or authorized...unless the proposed location and extent thereof has been submitted to <br />and approved by such county or regional planning commission. <br />(d) The acceptance, widening, removal, extension, relocation, narrowing, vacation, <br />abandonment, change or use, or sale or lease of, or acquisition of land for any road, <br />Page 2 <br />
