~l Susan Collins, Office of Archaeology and Historic Preservation <br />December 6, 1994 <br />' Dowe Flats Mining and Reclamation Project <br />Page 2 of 4 <br />OAHP on this mitigation plan, Southdown has assumed that the mitigation plan was and is <br />acceptable (OAHP, 1994). By means of the work completed to date or being submitted <br />today, Southdown believes it has made reasonable effort to comply with this mitigation <br />plan. <br />At the November 29, 1994 meeting you stated that OAHP, as represented by Kaaren <br />Hardy-Hunt, had two issues that were required to be addressed regarding ditch <br />documentation before OAHP would send a letter to DMG approving the interim clearance <br />for this limited construction project. <br />1. Boulder County must indicate no conflict with the preliminary haul road construction <br />project with respect to cultural resource management, including evidence of a review <br />process <br />2. a determination of effect must be completed by OAHP, and this determination requires <br />OAHP review of the construction plans <br />Southdown will make reasonable effort to address these issues as described below. <br />With respect to OAHP issue 1, I have been in contact with Rich Koopman, Boulder <br />County Parks and Open Space Department. Mr. Koopman has indicated that County staff <br />has no conflict with Southdown's limited construction project and is preparing a statement <br />for OAHP. Mr. Koopman will be provided the following information that, as a package, <br />comprises the ditch documentation and mitigation effort in fulfillment of Southdown's <br />commitment of record: <br />I . one set of the ditch crossing construction plans, including pre-construction conditions <br />2. contact sheets of the existing conditions documentation photography <br />3. recommendation on the effect of the ditch crossing construction prepared by Carol <br />Mehls <br />4. additional historical information on the impacted ditches <br />5. Boulder County irrigation and agriculture historical overview <br />I will submit to OAHP under separate cover today detailed evidence of Southdown's <br />Boulder County public and administrative review process. This Dowe Flats permit process <br />is briefly summarized as follows: <br />1. Parks and Open Space Advisory Committee unanimously approved on February 10, <br />1994 <br />2. Historic Preservation Advisory Board unanimously approved on March 3, 1994 <br />3. Boulder County Planning Commission reviewed and approved on March 30, 1994 <br />4. Board of County Commissioners unanimously approved on May 26, 1994 <br />
