Development Agreement for Special Use Permit and Site Specific Development Plan
signed by Board of County Commissioners on July 14, 1994
6. Correspondence to Preston Douglas, Boulder County Transportation Department, from
Michael G. Figgs, Dowe Flats Environmental Studies Coordinator, dated November 4,
1994. This correspondence is enclosed.
7. Correspondence to Carolyn Holmberg, Director, Boulder County Parks and Open
Space Department, from Michael G. Figgs, Dowe Flats Environmental Studies
Coordinator, dated November 30, 1994. This wrrespondence is enclosed.
With respect to OAHP issue 2, Cazol Mehls will be submitting a documentation package to
Kaaren Hardy-Hunt. Mr. Koopman will also forward his recommendation regarding the
effect and mitigation plan to OAHP. Carol Mehls will also be requesting a meeting
between OAHP and Southdown to discuss this information and completion of the limited
construction project review by OAHP. Mr. Koopman is welcome to attend this meeting.
A representation was made by you at the November 29, 1994 meeting that you and/or
Kaaren Hardy-Hunt believed that the limited construction for the haul road ditch crossings
will be reviewed by the Boulder County Historic Preservation Advisory Board (HPAB)
during January of 1995. I stated that this was not the case; the HPAB hearing is for review
and comment on a demolition permit far structures on the Brenner Place that aze close to the
haul road. Enclosed is documentation supporting my position. Southdown believes that
HPAB reviewed the ditch crossings on March 3, 1994. I am confident that Rich
Koopman, Boulder County Parks and Open Space Department (441-3950), or Camela
Laughlin, Boulder County Land Use Department (441-3930) will support Southdown's
position.
Based upon all of the discussions to date, it is my understanding that OAHP, DMG, and
Boulder County have no objection to the content of the interim clearance for the limited
ditch crossing construction.
Please contact me if you or other OAHP staff members have any comments or clarification
regazding the interim clearance for limited construction of the haul road ditch crossings.
Sincerely,
~1.u-~-~' ~~
Michael G.
