In <br />attendance were yourself and Jim Greene, Compliance Archaeologist, representing the <br />Office of Archaeology and Historic Preservation (OAHP), and William York-Feirn, <br />Colorado Division of Minerals and Geology (DMG). Representing Southdown was Paul <br />Banks, AGRA Earth and Environmental, Inc., Cazol Drake Mehls, Western Historical <br />Studies, [nc., and myself. <br />Southdown's representatives discussed the need for interim clearance by OAHP of Mined <br />Land Reclamation Board permit conditions regarding this project in order for Southdown to <br />begin limited haul road construction. This limited construction project includes one box <br />culvert over each of the following irrigation ditches: Palmerton, Rough and Ready, and <br />Supply; bridge piers and abutments in the Highland Ditch. Southdown wants to begin this <br />limited construction project immediately while the water table is low and the ditches are dry <br />during the winter months. <br />We discussed that the actual grading and construction for the road bed on the haul road will <br />not will begin until March or April of 1995. However, it is critical for this limited ditch <br />crossing construction work to begin soon, or it will not be possible to begin haul road <br />construction during the spring of 1995. The haul road needs to be constructed this coming <br />spring, because John Lohr, Southdown's plant manager, made a commitment to his <br />neighbors that he would not use local County roads for access for mine construction <br />vehicles. This requires that the haul road be built as a private access to the property before <br />any mining activity can begin. <br />The four irrigation ditches which are to be crossed by the haul road were originally <br />recorded during the fu•st historic resources inventory of the Dowe Flats project area, and <br />mitigation was recommended at that time (Mehls, 1990). Subsequently this report was <br />reviewed by OAHP and the ditches determined to be eligible for the National Register of <br />Historic places (OAHP, 1993). <br />Accordingly, Southdown has previously agreed to prepare historic documentation of the <br />ditches to mitigate any adverse effect upon the ditches (SHB AGRA, 1993, page 53; Mehls <br />et aL, 1994, pages 133 and 134).
