Mr. Savage: Page 2 ~ August 29, 1988 <br />-Page 2, 9 3 - Exhibit 96 indicates that the ditch between the refuse <br />and the undisturbed drainage will be constructed concurrent with the <br />pile construction therefore runoff from the small area above the pile <br />will drain over the pile. This fall a ditch will be installed across <br />the top of the pile to divert this runoff into the collection ditches <br />leading to the pond as part of our idle configuration of the pile. This <br />ditch will not be maintained once active use of the pile resumes. <br />-Page 2, 9 4 - Collection of the water from the top of the pile on the <br />first bench below the top was addressed in our permit renewal and is <br />included in the permit application on revised pages 179 and 179a. In <br />an operational mode this is the most feasible means of draining the pile. <br />-Page 2, ¶ 5 - The bench design installed in the past was to slope the <br />benches to the outside to :slow down the flow of water down the face of <br />the pile. The two lower b~e~ches did not pond water when OSM did their <br />inspection. The estimated 70 million gallons of water place is the pile <br />as moisture in the refuse is the'most likely contributor to seeps. The <br />lower two benches will be graded before December 1, 1988, to drain to <br />the inside and to both ends. <br />-Page 2, 9 6 - The clean out requirement for this and other ponds was <br />changed to "as needed" on revised page 172 of our permit application <br />during permit renewal. <br />-Page 3, Conclusions - With the MR12 and grading of the lower two benches <br />of the pile, we believe that we are in compliance with applicable regulations. <br />Note that several of the issues raised had already been addressed in <br />the permit renewal in 1987. <br />A summary of the drainage control changes scheduled for this fall is to grade <br />the bottom two benches to drain to the inside and to both ends, and to install <br />a temporary drainage ditch between the undisturbed drainage above the pile <br />and the refuse.
