Savage <br />Colorado Mined Land Reclamation Division ,,•tJG3 ~ 1°~8, <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203-2273 i?lf1•.~~,= L~,;•;G <br />Re: Cameo Refuse Disposal Area No. 1, Permit No. C-81-041 <br />Dear Mr. Savage: <br />' ~. <br />As discussed August 18 on the phone, Powderhorn Coal Company would like to <br />respond to your letter dated July 6, 1968, by addressing drainage at this time <br />and requesting postponement of:i<he stability evaluation of our Cameo Refuse <br />Disposal Area No.l (CRDA-1) to a3,later date. <br />Experience with our Roadside Refuse Piae indicated that seepage out of the <br />face of the pile may occur for some time after placement of material. Stability <br />evaluation of this pile subsequent to more questionable placement techniques <br />revealed a stable configuration. Tight control of refuse placement at the <br />CRDA-1 has been documented by quarterly certifications of the pile. The lack <br />of discharge from 2 of the 3 underdrains substantiates our belief that the <br />seeps are small isolated perched aquifers. The higher than expected water <br />levels in the piezometers are believed to be a result of penetrating isolated <br />perched aquifers thereby representing the water elevation in the aquifer. <br />Considering this information and our status of being in temporary cessation, <br />we request that the requirement for additional stability evaluation be postponed <br />until the pile is needed for refuse placement or until reclamation of the pile <br />is started. <br />The following are our responses to the questions on drainage addressed by OSM <br />is their Technical Topic Supplement from their visit May 9, 1988: <br />-Page 1, 9 2 - A field minor modification (MR12) was granted August 24, <br />1988, to eliminate the requirement fora berm and replace it with a ditch <br />between the road and the pile. further information on this minor modification <br />will be submitted to the division by September 9, 1988. <br />-Page 1, 9 3 - This Public Service ditch was also covered in the MR12 <br />because of drainage control changes made in this ditch. The ditch between <br />the pile and the road will eliminate our discharge into this ditch. <br />-Page 2, 9 1 & 2 - The design of the collection ditches in question was <br />included in our permit renewal and was added to the permit as Appendix <br />AAA. <br />POWDERHORN COAL COMPANY • P.O.
