e` <br />Both the topsoil and subsoil piles for these areas have been seeded and are stable. All of these <br />seeded areas plus the area disturbed during the reclamation of sub-area 1 show vegetative growth. <br />All organic material and topsoil was removed prior to the storage of refuse in these areas. <br />Sub-area 1 has been reclaimed and is no longer in use. <br />INSPECTION OF NEW SUB-AREA Sa <br />Anew refuse sub-azea was constructed during the third quarter. This sub-area will be referred to <br />as Sa <br />Construction commenced with the stripping of topsoil from the stockpile areas and initial <br />construction of the pond. The sediment pond and embankment were the first items completed. <br />Compaction tests were conducted on each lift of the pond embankment. The entire constructed <br />embankment was compacted to greater than 90% of proctor. <br />The organic material and topsoil from the entire disturbed area has been removed and stockpiled. <br />The required non-toxic fill, (sub-soil) has also been removed from the same area and stockpiled. <br />The volume of material removed appears to be sufficient to properly reclaim the pile in its entirety <br />upon its completion. The topsoil and subsoil piles will be seeded within the next few weeks as we <br />are entering the optimum time for fall planting. <br />The surface drainage facilities appear to be adequately constructed and functioning properly. The <br />placement of rip-rap and check dams appear to meet the approved design. <br />Refuse placement in sub-area Sa will commence in the fourth quarter of 1994. <br />
