The purpose of these inspections and subsequent certification is to ensure proper construction of <br />the refuse piles and to satisfy the requirements of Rule 4.10.2 of the Colorado Mined Land <br />Reclamation Board. <br />INSPECTION OF ACTIVE AREAS 2-3 and 4 <br />There are no apparent points of seepage, or indications of slope failure on the active piles. <br />The surface drainage facilities were adequately maintained and were working properly. No <br />subdrain system is required by our permit, as geotechnical investigations for the disposal site <br />revealed no ground water present. Permanent out slope remain at approximately 80% complete <br />on the toe of sub-area 2-3 and approximately 50% complete on the toe of sub-area 4. These <br />slopes appeared stable. A groundwater monitoring well had been drilled between sub-areas 1 <br />and 2-3. To date no water has accumulated in the well. <br />At the end of the third quarter a total of 1,933,609 tons of refuse have been placed in sub-area 2-3 <br />and a total of 1,343,487 tons of refuse have been placed on sub-azea 4. <br />A total of 43 compaction tests were performed on sub-area 2-3 and 36 compaction tests were <br />performed on sub-area 4. All of the compaction tests exceeded 90% of Proctor for the refuse <br />material. <br />Lifts have been placed on the west and south sides of sub-area 2-3 and on nearly the entire surface <br />of area 4. <br />
