incidental material, it would be disposed of in a designated <br />disposal site within an approved area. <br />' (a) The leachate and surface runoff from fill will not <br />degrade surface or ground waters or exceed the effluent <br />limitations of 4.05.2. <br />COMMENT: The chemistry of the material to be installed in <br />_ the mine bench stabilization project has been examined, and <br />effluent limitations of 4.05.2 will be complied with. The <br />same requirements will be met in regard to degradation of <br />surface runoff. Drains will be provided to collect seepage <br />and groundwater below coal waste and will discharge in the <br />_ existing sediment pond and surface water will be controlled <br />• through runoff collection and diversion. <br />(b) Stability of the fill; <br />COMMENT: Stability evaluations of final design conditions <br />were performed, the results of which are provided in Section <br />4.0. The resultant design produces a minimum factor of <br />safety of 1.5. <br />(c) That the land mass designated as the disposal area is <br />suitable for reclamation and revegetation compatible with <br />the natural surroundings. <br />COMMENT: Since existing conditions are unstable, <br />stabilization of the bench area will be performed and <br />transition to natural slopes made at the edges of fill to <br />enhance the mine conditions.
