<br /> <br />• <br />• <br />Further, with the Golden Bypass portion of SH93 now open and in use, truck <br />movements are quieter, safer and less disruptive to the traveling public. <br />Asphalt Paving Co, continues to monitor our trucking activity as it relates <br />to Highway 93 very closely. We have benefitted from these improvements and <br />continue to take advantage of them in maintaining a controlled, safe <br />operation. Be advised that the average number of trucks per da,y was 140. <br />Mining: The actual quarry operation is still being conducted in accordance <br />with the recommendations of THI{ Associates. Access roads to the expanded <br />upper mining areas (the new benches] are being kept to a minimum so as to <br />avoid any- unnecessary disturbance. All stripping from this new area is being <br />pushed to the West (back side of the dike) and is hidden from the East <br />(facing SH93) vies: corridor. The 20' berm on the East was previously <br />reseeded and improved. The original purpose of the berm remains the same, to <br />screen the quarry- operations from high visibility from populated areas. <br />Shale material was hauled and placed as an extension of the 'L 0' berm area in <br />1986. This screening berm progression has been topsoiled and seeded. <br />The floor of the quarry continues to be graded and maintained at all times so <br />that runoff drainage is directed to}aard the Southwest corner of the site <br />where a detention pond gathers the runoff. The previously constructed <br />detention storage ponds are in daily- use for rec,r-cling dust suppression water <br />and collection of fine particle settlement. The ponds are at an average <br />depth greater than the 4' specified and are provided with proper cutlets. <br />These ponds are cleaned regularly and contents incorporated into the topsoil <br />and used for revegetation purposes. <br />The mining will continue as per the stages originally submitted and is in <br />compliance with the THK Associates and Asphalt Paving Co. application to the <br />Jefferson County Board of Adjustments concerning its mining operations over <br />the life of the mine. <br />Reclamation is being accomplished as per the recommendations of THIi <br />Associates and will continue per the stages included and submitted with that <br />plan. The crested c+heat grasses, along with blue gramma and rye grasses, are <br />rolled and compacted into the soil after seeding to insure limited wind loss. <br />On-site reclamation is being expanded in an ever-widening semicircle as <br />mining is completed. Reclamation signs have been installed to alert all <br />incoming visitors that reclamation is an important part of our activity. <br />Additionally, more signs (litter, speed and trespass) have been installed. <br />A reclamation bond has been provided to the Colorado Mined Land Reclamation <br />Division, as well as Jefferson County in the monetary amount defined by the <br />hlined Land Reclamation Division and is consistent with their normal and <br />accepted schedule of fees. <br />A public liability and property damage umbrella insurance policy in the <br />amount of S2 million has been kept in full force. Asphalt Paving Co. agrees <br />to continually operate within all applicable rules, regulations and statutes <br />of the county, state or federal agency having jurisdiction over any aspect of <br />the operation. <br />
