<br /> <br />All air track drills and compressors are of the recent model and incorporate <br />the manufacturers' latest technology. The air track drills and compressor <br />combinations have operated between the hours of 6:00 a.m. and 6:00 p.m., <br />Monday through Saturday. It has not been necessary to blast prior to 8:00 <br />a.m. nor after 5:00 p.m. as a result of any emergency condition. Asphalt <br />Paving Co. continues to recognize its obligation to notify the Board of <br />Adjustment or its agents if these time restrictions are exceeded, as a result <br />of an emergency or unforeseen difficulty. <br />Blasting: Test monitoring stations are established and are operated on a <br />portable basis to insure the structural integrity of the improvements <br />adjacent to the quarry site. As per the analyzation of \'~IE and its report <br />documentation, the ground motion has not exceeded the 0.5" per second allowed <br />nor has the noise level exceeded the 130 dB allowed. <br />Our blast vibration monitoring consultant has been and continues to be \ibra- <br />Tech Engineers Incorporated. A continuing and effective blast vibration <br />monitoring program is presently being carried out. The resulting data has <br />been analyzed by this independent service and the resulting analysis data is <br />submitted directly- to the Denver Water Board by agreement between ,asphalt <br />Paving Co. and the Denver Water Board. <br />Noise: Asphalt Paving Co. continues to monitor noise levels within its own <br />• operation with a Tracoustics SLh1-SZA portable sound level meter operated from <br />those instances which are consistent to the operation. As a result, Asphalt <br />Paving Co. has not received a single noise complaint during this past year. <br />Noise level measurements reviewed by P1SHA have not exceeded those levels <br />established by the State of Colorado or the federal regulations regarding <br />noise pollution. MSHA inspections that have revealed high noise levels have <br />been corrected immediately and have been subject to subsequent veriFications <br />and compliance with their standards. <br />To our knowledge, all noise and blasting measurements have not shown any <br />readings exceeding the safety- limits required by the Colorado State or <br />Federal law. <br />Traffic Routing: The truck trips leaving the quarry site have been split so <br />as not to concentrate truck traffic of any nature upon any location. The <br />truck routing hours have been regulated through our truck foreman on a daily <br />basis. Our scale personnel have been instructed to assure themselves that <br />this truck routing is followed. Our position still remains to work closely <br />with the schools, City of Golden, and Jefferson County. We are aware of the <br />conditions set forth in the resolution regarding traffic routing, the hours <br />of restrictions and the percentage of trucks using these highways and <br />continue to maintain a scheduling posture so that these conditions are <br />recognized. Asphalt Paving Co. has continued to employ those same persons as <br />in the past who recognize the importance of the truck routing requirements, <br />specifically the truck foreman and scale weigher. With the improvements to <br />Highway 93, especially in close proximity to our quarry, the increased <br />traffic load as well as the high speed traffic has accommodated our trucking <br />very well. <br />I ~ <br />L~ <br />
