3. There are quite a few monitoring point tables in the 1999 AHR that do not have baseline
data listed, although the footnote on each table page states that there is baseline data.
Please update the monitoring point tables to show the baseline data.
4. In Table 1 of the 1999 AHR, the frequency of full suite measurements for surface water
streams and ditches and ground water wells is listed as being semi-annual. However, the
approved hydrologic monitoring plan, found on pages 2.05-76, 77 and 2.05-78 of the
permit application, states that the monitoring is to be in the second and fourth quarters. In
order to avoid confusion, please add a footnote to Table 1 that states that the semi-annual
full suite analyses are to be in the second and fourth quarters.
5. In Table 1 of the 1999 AHR, for the upper and lower Fire Mountain Canal stations, the
frequency of measurements for field parameters is listed as being quarterly and the full
suite is listed as being semi-annual. However, the approved monitoring plan, on permit
application page 2.05-77, states that the field pazameters are to be obtained in May, July
and September, while the full suite analyses are to be performed in May and September.
For the sake of clarity, please add a footnote to these two items in Table 1, stating the
months that sampling is to occur.
The Fire Mountain Canal hydrologic data on monitoring point table pages 73 and 74
show field pazameters for May and October. The required field data for July is missing.
Please explain.
On Map 9 of the 1999 AHR, there is a stock pond symbol, located next to spring 5-16 in
Section 4, without any annotation. It appears that this is stock pond P-3. Please add the
appropriate annotation to Map 9.
In Table 1 of the 1999 AHR, the comment for each of the ponds states that the pond will
be "monitored if pond is discharging." The permit text does not mention anything about
monitoring only if a pond is discharging. The approved field parameters are inflow,
outflow and water level in [he pond. Inflow and water level can be measured if the pond
is not dischazging. L` you agree, please revise the comments accordingly. If you don't
agree, please explain why.
Table 1 of the 1999 AHR lists 5-18 as a spring monitoring point. 5-18 also appears on
Map 9 of the 1999 AHR. However, spring S-18 does not appear in the list of spring
monitoring points, found on page 2.05-79 of the permit application. Please revise page
2.05-79 to add S-18 to the list of spring monitoring points.
10. In Table 1 of the 1999 AHR, and on page 2.05-76 of the permit application, spring S-18
is to be sampled quarterly for field and full suite parameters. However, on monitoring
point table page 9 of the 1999 AHR, spring S-18 was apparently visited semi-annually.
Please explain.
