• elevations for each stockpile were completed by the Seneca II-W engineering staff. The
stockpile volumes as of December 31, 1998 are listed in Tab1C 98.1. A9 of December 31,
1998, 69.7 acre-feet of soil were stockpiled along [he tie-across haul road and 566.9 acre-
fee[ of soil were stockpiled in the mi nl ng area.
Soil Balance and Replacement
The soil balance is calculated for Seneca II-W Mine by comparing the disturbance area that
requires soil replacement as of December 31, 1998 with the soil reserve in stockpiles. The
disturbance area for Seneca II-W Mine, shown on drawing 2W 98 -2A, with exception [o the tie-
across haul road, totaled 705.1 acres on December 31, 1998. No soil was salvaged or needs
to be replaced beneath [he soil stockpile sites. Also, since Pond 005 X4.8 acresl, Pond
006 (7,9 acres, the Mine Entrance Road, Haul Road A, and Haul Road G are permanent
postmine facilities X11.2 acres~r sorl will only be replaced on a portion of those [o ads
effectively narrowing them [0 20 feet wide. Topsorl has been replaced on 218.8 acres of
disturbed area through Decembe[ 31, 1998. Therefore, the total disturbance area requiring
topsoil as of December 31, 1998 was 462.4 acres at the mr ne site and 96.6 acres for the
tie-across haul road.
• So 11 Replacement Thickness
The soil replacement thickness for [he first five-year permit term was projected [o be 1.3
feet for the mine area and 0.7 feet for the tie-across haul road. The soil balance as of
December 31, 1998 was calculated as fellows:
MSne Area
Total disturbance area = 705. 1 acres
Permanent Facilities 6 Top soil replaced = (242 . 7~ acres
Disturbance area requiring soil 462. 4 acres
Soil in stockpiles Table 98.1) = 566. 9 acre-feet
Mean replacement depth = 1. 23 feet
Tie Across Haul Road
Disturbance area requiring soil = 96.6 acres
Soil 1n stockpiles Table 98.1 = 69.7 acre-fee[
Mean replacement depth = 0.7 fee[
• By dividing the soil available by [he area requiring soil replaced, we arrive at the 1998
soil balance thickness of D.7 feet for the [. e-across haul road and 1.23 fee[ for [he mine
area.
4
