cepla cement. No Frobl ems were noted with the graded spoil and the data is presented in the
Lab Data Cab.
1998 Soil Replacement Thickness
SCC Ls requi [ed by Permit C-B2-057 and Section 4.06.4121161 of Colorado's Regulations for
Coal Mining to document and record the soil replacement thickness for each reclamation
block using a minimum sampling intensity of one hole per Elve acres. The soil replacement
thickness information is used to adjust soil salvage depths, if necessary, and for bond
release purposes. Sampling Ss conducted on a SOD foot grid. Data was collected from 13
sample sites dull ng the 1998 field season, see Table 98.2. Soil thickness for the 1998
reclamation blocks ranged from 1.0 [0 1.75 feet. Samples were taken with a bucket auger
and a tape measure was used to de[ermi ne topsoil replacement depth. The average soil
replacement thickness for 1998 was 1.4 feet.
So 11 Replacement Technique
The soil replacement area for the 1998 field season is shown on drawing 2W98-2B. Soil was
replaced on 51.9 acres of final graded slopes in [he ••C" pit area. Soil was replaced from
stockpile HH and II. Stockpile II at the west end of "C" pit was completely redistributed
onto graded spoil and [he "C" pit hig hwall reduction area.
Soil Balance
SCC is submitting the soil balance with the Annual Reclamation Report as required by Permit
C-R2-05"1, Tab 21, Pages 5, 32, and 33, and as recommended by Section
32.09.13(2) of Colorado's Rey ulations for Coal Mining. The soil balance is completed [o
ensure soil 1s salvaged, stockpiled, and replaced as recommended and approved in the
permit, and, if necessary, to readjust the soil salvage antl redistribution thickness. The
soil Information is also used [o update Che soil volume information p[eviously submitted
with [he 1997 Annual Reclamation Report ISCC, 19981 and confirm the mean soil replacement
thickness for the firs[ two five-year permit terms.
Soil Salvage and Storage
The disturbance area f[om which soil was salvaged and the soil stockpile sites as of
December 31, 1998 are shown on drawing 2W 98 -2 A. During 1938, soil was Lmpo rted to
stockpile J, whrle topsoil was exported from piles HH and II.
The actual volume of soil salvaged and stoc4:pil ed from 1989 through December 31, 1998 was
determined by field survey of existing soil storage stocM.piles.
