<br />leading from the office to the quarry. Many hundreds of cubic yards of fill became saturated due to <br />accumulation of water in the plant azea. This basically liquefied the fill material causing it to flow <br />across the road. <br />No damages outside the permit area occurred as all of the mud flow was contained within <br />existing sediment control structures. However, it took many days to remove the material. The <br />material was deposited on the salt dome structure to be used by the City of Colorado Springs. That <br />structure is essentially completed now rather than seeing a slow expansion over the next few years. <br />Interestingly, slopes highly similar to the one chat failed showed no effects from the storm. <br />The failure was due to a localized topographic configuration behind the slope which caused <br />extensive seepage into the slope. Other slopes that showed no effects had much better drainage. <br />This entire area will need to be repaired in the future, but due to continued seepage and <br />high levels of moisture in the non-failed slope areas no repair can be done until the entire slope <br />dries out more. When repair is effected a different drainage pattern will be established behind the <br />slope so a repeat event will not occur. <br />UPDATE 2000: The storm damaged area from last year has not been repaired yet. <br />However, considerable effort was expended on cleaning basins at the base of the large slump. More <br />difficult has been the cleaning of the culverts. Although some have been successfully reopened, <br />others remain plugged and consideration is being given to replacing them. Unfortunately, <br />replacement of the culverts will require closing the quarry as the access road will need to be <br />excavated, the pipe replaced, and then the road rebuilt. At present it is being determined whether <br />the existing culverts can, in fact, carry the load so replacement is not needed. <br />Repair of the slump will not be done until the drainage system is fully operational again and <br />the source of the problem at the processing plant can be fully addressed. The drainage system, <br />although not fully functional, still retains all the sediment it was designed to retain. This is <br />accomplished by diverting runoff into other pathways that still lead to the final discharge treatment <br />outfall. However, those diversions cannot be permanent. <br />1996/97 Reclamation <br />(Wording same as 1998 report): Reclamation during the past yeaz has concentrated on <br />revegetation work on the new mining areas. If the reclamation azea on Map 2 is compared with the <br />Mining area on Map 1 the considerable overlap is evident. This is the result of using the new <br />approach co reclamation of benches, that is, immediate backfilling and copsoiling of benches as they <br />are completed. Although, as expected, bench collapse is still occurring, the effects of those events on <br />reclamation are minimal. This is because the ingredients for reclamation are already in place when <br />the collapse occurs and repair occurs rapidly. In effett, the progress of the reclamation and the <br />quality of that reclamation is very nearly as expected and described in the last amendment for this <br />operation. <br />A total of 6.6 acres of reclamation was done at this quarry in the last year, about the same <br />amount as was done in the previous year. All of this involved reclamation of actual quarried land <br />rather than land in the support area as has occurred in the past. As benches are completed, fill and <br />soil is placed on the benches. Late in the permit yeaz the CMRF planted Douglas Fir seedlings <br />[hroughout the newly reclaimed area except on the benches. Nearly all of the seedlings planted in <br />the last year were part of the Enhanced Reclamation with only a very small number attributable to <br />requirements under Base Reclamation. Seeding of the newly reclaimed land occurred just prior to <br />tree planting co avoid adverse impacts of trampling on seedlings and to allow trampling to further <br />bury the seed. <br />UPDATE 1999: No additional reclamation was implemented in the last year as no <br />land was available to be reclaimed. <br />Castle Concrete 2000 Annual Report M-77-211 Pikeview Quarry Page 3 of 4 <br />
