Cater November 15, 1996 <br />Re: 1996 Annual Reclamation Report <br />:n application for Minor Revision Number 35 was submitted <br />~n April 3, 1996 to clarify and resolve the remaining <br />outstanding issues for the variance to approximate <br />original contours for the Bear Creek Fan Area. Also <br />included, and made a portion of the approved permit, was <br />a letter from BLM recommending the culvert crossing <br />Hubbard Creek and the access road to the parking area <br />remain in place and not be removed as stated in the mine <br />plan on p. 2.05-30. The BLM also approved delaying <br />reclamation of the power line and power line road, <br />portions of which may be used for public access. Oxbow <br />Carbon and Minerals, Inc., Sanborn Creek Mine, is ready <br />to sign an easement, and submit a revision to the permit, <br />as soon as the BLM finalizes the agreement. <br />Minor Revision Number 35 was approved by the Division on <br />April 23, 1996. At the request of the Division, Oxboca <br />Carbon and Minerals, Inc., Sanborn Creek Mine regriested <br />withdrawal of Technical Revision Number 23 on April 29, <br />1996. The request was approved by the Division on May 7, <br />1996. After two years, the plan to reclaim the Bear <br />Creek Site was back to the plan originally approved on <br />April 3, 1984. <br />Backfilling and grading was finished at the Bear Creek <br />Site on July 23, 1996. Most of the Lower Hubbard Creek <br />Site was finished in 1995. The Hoist Site on the west <br />side of Hubbard Creek was finished on August 6, 1996. <br />Acres backfilled and graded for 1996 are 3.0 for the Bear <br />Creek Site, and 0.3 for the Lower Hubbard Creek Hoist <br />Site. <br />(d) <br />XBOW <br />Oxbow Carbon and Minerals, Inc., Sanborn Creek Mine is <br />preparing as-built drawings for the two sites for <br />submittal of a Phase 1 bond release reyuest. When the <br />drawings are completed, an application for revision to <br />the permit will also be submitted to finalize the <br />retention of the Hubbard Creek culvert and parking area. <br />Other outstanding issues regarding the delay in <br />reclamation for the Upper Hubbard Creek Site, the power <br />line, and the power line road will be addressed in the <br />submittal. Oxbow Carbon and Minerals, Inc. has plans to <br />open a D-Seam mine in the future that will eventually <br />utilize the power line and the Upper Hubbard Creek Site. <br />Acres Topsoiled: <br />Since the Bear Creek and Lower Hubbard Creek Sites <br />disturbed prior to August, 1977, no topsoil had <br />salvaged, therefore, no topsoil was applied. <br />3 <br />were <br />been <br />
